Call for Consultancy Services for Staff Training on Monitoring Impact of Community Lobby and Advocacy Programs
1.0 Background: COVAW is national women’s human rights NGO that works towards a society free from all forms of violence against women.

COVAWs mission is “Building social movements of change opposed to and committed to eradicating violence against women”. 

COVAW believes that by working through communities and building effective partnerships with duty bearers, violence against women can be addressed. 

COVAW is guided by its core values of respect, integrity, solidarity and commitment in improving the lives of its primary beneficiaries - women and girls.
2.0 Justification: COVAW works to address gender based violence (GBV) in various forms in three initiatives Movement Building and Community Activism, Access to Justice and Women Rights, Lobby and Advocacy.

Through these initiatives, COVAW runs projects that focus on child marriages, commercial sexual exploitation of children, child trafficking, female genital mutilation, sexual violence, intimate partner violence and other forms of gender based violence. 

These programs seeks to address the community norms and attitudes, engage with duty bearers, organized community groups and private actors to change practice, develop and implement laws, policies and guidelines to prevent and respond to these violations of women and girls and to hold perpetrators of these violations accountable
COVAW is keen to ensure that staff has the skills to access the impact of program activities and the capacity to build in emerging lessons into future programming; that staff can develop indicators that measure the desired change; have the capacity to conduct assessments pre-intervention and post intervention at the most appropriate time interval and using the optimal tools that collect data in its
most useful and useable form.
3.0 Objective of the consultancy services
The main purpose of the consultancy service is to increase the capacity of COVAW staff to measure the impact of their community lobby and advocacy activities in order to track progress. 

This will focus on:
1. Imparting skills to staff on how to develop indicators that measure the desired change in the immediate, short, medium and long term
2. How to develop user friendly tools to measure impact
3. How to use the information collected during field activities to improve programming (the learning component).
4. How to mainstream the use of tools in a simple and effective manner into all program activities
While executing the training, the consultant should put emphasize on the following specific concepts;
  • Enable COVAW staff to appreciate the value of tracking the impact of their interventions.
  • How to conduct simple activity assessments during field activities.
  • Equip COVAW staff with skills on how to assess and measure community change in norms, beliefs and behavior
4.0 Methodology
The training methodology will be determined through discussion with the selected consultant based on her/his submitted proposal.

5.0 Expected deliverables
The required consultancy deliverables are:
  • An inception report highlighting the agreed training content and approach, methodology, training program and financial proposal.
  • Two day training conducted in an interactive, engaging and mutually respectful manner
  • Share the training material with COVAW for future organisational and staff reference
6.0 Responsibilities
COVAW will be responsible for:
  • Holding an inception meeting with the successful consultant to provide background information and to agree on expectations, content and approach
  • Reviewing the proposed training program and providing the consultant with feedback
  • Receiving and discussing the final recommendations
The consultant will be responsible for delivering the training as per the contract. 

The consultant shall directly report to the Program Manager.

7.0 Timeline
  • It is expected that the training will take two days in early September.
8.0 Skills and qualifications of consultant
  • Master’s degree in a relevant Social science
  • Sound understanding of monitoring, evaluation and assessment of impact of community programs
  • Excellent training, communication and presentation skills
9.0 Application process and timeline
Interested consultants/firms must submit the following documents:
1. Technical proposal (maximum of 4 pages), which must include the following:
a) Proposed approach, methodology and program to be used in the two day training
b) Consultants past experience in conducting similar training assignments
c) Financial proposal (budget) in MS Excel to include all costs to be incurred by the consultant/firm in Kenya Shillings.
2. CV of applicant; if applicant intends to work in a team, she/he should indicate all team members and attach CVs. Clearly highlight the Team leader.
