Background: In all areas of Somalia, acute malnutrition is a chronic problem with country-wide median prevalence of 12 % global acute malnutrition (GAM) classified as alert, with wide variations among regions and population groups.
Programmes designed to address the nutrition crisis in Somalia include targeted supplementary feeding programme (TSFP) for moderately malnourished children under 5 years and pregnant and nursing women, Blanket Supplementary Feeding Programme (BSFP); Maternal & Child Health clinics Nutrition support (MCHN) for children under 2 years and pregnant and lactating women, and nutrition care & treatment for specific vulnerable groups (PLWHA and TB clients).

Technical skills are required in-country to conduct and evaluation of 20 MCHN programmes implemented by Ministry of Health from October 2015 to May 2016. 

Specifically the programmes were implemented in Sool, Sanaag and Togdheer regions in Puntland, Somalia.
The main objectives of the evaluation will be:

1. To Assess performance of MCHN programmes

Specific objectives:
  • To Assess  the targeting and admission criteria vs WFP guidelines
  • To Assess  the staffing levels at each MCHN site
  • To Assess  food storage modalities
  • To Assess  adherence to supervision, monitoring and reporting
2. To assess level of uptake of other services associated with MCHN such as health, immunization, ANC etc.
3. To make recommendations based on findings
  1. Desk review meetings with AO Program staff to discuss scope of work and collect existing secondary data
  2. Key informant Interviews with key staff - WFP, MOH etc.
  3. Field visit to sample of MCHN sites and interviews with staff, beneficiaries
  4. Field visit to 3 or 4 independent MCHN, TSFP Centres
  5. Debriefing meeting with key staff to share preliminary findings
  6. Report- writing

Reporting: A comprehensive report in English detailing the study background and rationale, objectives, methodology, results, conclusions/recommendations and key annexes will be drafted.
Presentation: A presentation of the key findings and recommendations.

Minimum Qualifications:
  • Advance university degree or first degree in Public Health, Nutrition or Social Sciences supplemented by additional years of relevant professional experience.
  • Previous experience and demonstrated skills in evaluations, writing and analytical skills.
  • Broad knowledge and experience of nutrition specific and nutrition sensitive principles and programming.
  • Experience managing, training/ preparing and overseeing field research teams
  • Strong communication skills; written and oral.
  • Excellent communication and interpersonal skills
  • Experience working in partnership with different stakeholders
  • Familiarity with Somalia, especially programming in Puntland.
