CARE International in Kenya is looking for dynamic and highly motivated individuals of high moral character and professional integrity to fill the following positions of for her ECHO funded WatESan project in Dadaab refugee Camps. Dadaab is a non family duty station.

1. Project Manager

Reporting to the Programme Manager and working in close collaboration with the WatESan sector coordinator, the Project Manager provides critical leadership, technical and coordination support to the team. The incumbent shall ensure that all program obligations are realized, accounted for, documented and reported as per the contractual expectations.

Key Tasks and Responsibilities
  • Ensure the realization of full contract compliance including but not limited to achieving the approved performance framework (targets), operationalization of the program systems including M&E, operational policy manuals, financial and reporting systems.
  • Design, mapping and profiling of gravity and pressure pump enhanced water reticulation systems according the SPHERE standards and other indicators agreed upon with the donor.
  • Design technical devices for an appropriate garbage disposal system including collection points, transport system, land fill and recycling in the refugee camps according to indicators agreed upon with the donor
  • Ensure results driven staff management and coordination, supervision, mentorship and motivation.
  • Coordinate activities with other agencies (especially UNHCR), NGOs, government departments, refugee communities, and if applicable host communities on the ground at project sites.
Required Skills and Qualifications
  • University Degree in water engineering/ environmental sanitation or related discipline, with demonstrated excellent knowledge in mechanical engineering.
  • At least 5 years on similar, project management or consultancy position, preferable in refugee camps and in different countries, in developing programming including the preparation and monitoring of budgets with an international organization of high reputation in the water, sanitation and hygiene sector.
  • Excellent managerial skills (planning and organizational skills, reporting, problem solving capabilities, innovative and industrious).
  • Understanding of ECHO implementation guidelines will be crucial.
  • Excellent computer skills including MS Office (Word, Excel, Outlook, Power Point) and specialized software in the water and sanitation sector.
  • Excellent team building, coaching and mentohng skills, good presentation, communication (written and spoken English (language)and representation skills
2. Water and Sanitation Engineer

Job Summary
Reporting to the Project Manager, the Engineer (specialized in water and good knowledge in mechanical engineering) will provide technical and non technical support towards the design and implementation of activities ensuring program obligations are realized, accounted for, documented and reported as per the contractual expectations.

Key Tasks and Responsibilities
  • In close collaboration with the project manager design, map and profile boreholes and water reticulation system for upgrading, rehabilitation and expansion as per project agreement. Also, develop/design/map collection points, skips, trailers and land fill for solid waste disposal.
  • Develop and implement strategies to enhance active participation of the refugee community in effective waste management at the household and block levels. This includes also, but is not limited to the employment and involvement of skilled and unskilled labor from the camps
  • Assist Project Manager, ensure achievement of program outputs as per approved and internal work plans, successful implementation and in line with program timelines including hiring of skilled and unskilled labor, timely purchase, delivery and availability of project materials, training of staff on the job as required.
  • Ensure results driven staff management and coordination, supervision, mentorship and motivation.
  • Coordinate activities with other agencies, NGOs and government departments, staff on the ground at project sites.
Required Skills and Qualifications.
  • Degree in water resources engineering or equivalent with hands on experience in design, construction and operation of water supply schemes.
  • Three years experience in Water and Environmental Sanitation Programming preferably with an international organization backed with deep understanding of ECHO implementation guidelines.
  • Computer literacy particularly in MS Word and Excel is mandatory.
  • Strong staff supervision, program management and coordination skills and experience.
  • Experiences with approaches of "food for work" or "cash for work" will be an additional advantage.
  • Excellent inter-personal, facilitation skills and communication skills.
3. Technician/Technical Designer

Job Summary
Reporting to the Water Engineer, he/she will be responsible for designing overall schemes including but not limited to mapping of the extension and rehabilitation of existing pipeline and waste disposal systems. He/She will lead the team field officers in ensuring implementation of the designs at the camps level.

Key Tasks and Responsibilities
  • Designing and mapping overall schemes including but not limited to upgrading, extension and rehabilitation of existing boreholes, distribution system,, solid waste disposal system etc. preparing technical designs (manually or with a specialized computer program) as a basis for construction.
  • Assist the engineer with the implementation of the upgrading, rehabilitation and expansion works in the field.
  • Provide technical support in the management of WatSan activities in the locations described above including but not limited to water supply distribution, solid waste collection, vector control, and re-use of water spillage.
  • Ensure realization of verifiable and timely documentation and reporting for all contract deliverables.
Required Skills and Qualifications
  • Diploma in civil/water engineering with strong background in technical drawing.
  • Demonstrated understanding of the project cycle management and use of log frames as a monitoring tool preferably with an understanding of ECHO implementation guidelines.
  • Three years implementing WATSAN projects (technical design) in a busy humanitarian environment.
  • Strong staff supervision, communication and coordination skills.
4. Steel Worker/Welder (2 positions limited to 8 months)

Job Summary
Reporting to the Water and sanitation Engineer, he/she will be responsible for the fabrication of; skips, dust bins and other devices for purposes of solid waste management.

The incumbent will work in the project's workshop and with the staff in the field to ensure appropriate and effective fabrication of garbage disposal devices.

Key Tasks and Responsibilities
  • Fabricate skips and dust bins for storage, collection and transport of solid waste according to technical design provided by the project manager in a time bound manner.
  • Fabricate other devices as per technical design
  • Any other task as per order of the project manager.
Required Skills and Qualifications
  • The minimum qualification of Diploma in civil engineering or any other relevant discipline.
  • At least three years experience as steel worker in a production unit in a steel factory
  • Willing to work and live in difficult and demanding locations.
  • Person of high moral character and professional integrity
5. Plumber Master (3 positions for 9 months each)

Job Summary
Reporting to the Water Engineer, the Plumber (Master) will be responsible for quality installation of reticulation systems, fixtures and other plumbing used for water distribution within the camps.

Key Tasks and Responsibilities
  • To be in charge of the installation, of plumbing systems and components in the Dadaab refugee camps according to mapping, profiles and other technical designs and/or instructions.
  • Supervise and train hired skilled and unskilled labor in order to achieve project objectives according to work plans.
  • Administer and schedule work while ensuring that quality is maintained.
  • Participate in programme monitoring as required.
Required Skills and Qualifications
  • Certificate or Government Grade Test One in plumbing from a recognized and accredited post-secondary institution, or related evidence of proficient knowledge in the following areas: water distribution and waste water disposal in residential or community water system.
  • 2 years work experience in a similar capacity preferably a in a camp set-up is an added advantage
  • Effective verbal, presentation and listening communications skills in both, spoken and written English language. Excellent knowledge of Kiswahili.
  • Possess cultural awareness and sensitivity and be flexible demonstrate sound work ethics
6. Tractor Driver (2 positions for 11 months each)

Job summary
Reporting to the sanitation officer at the camp level, the incumbent will be responsible for the transport of garbage, charged in skips, from the collection points at the camp level to the land fill where the skips will be emptied. He/she shall also carry out other transport related duties as assigned. The Tractor Driver supervises a team of loaders.

Key responsibilities
  • On a regular basis, carry out garbage collection from the collection points to the land fill and dispose as required
  • Supervise the team of loaders and provide training on the job as necessary.
  • Participate in community mobilization sessions for effective waste management.
  • Daily up keep and regular maintenance of vehicle allocated.
  • Adherence to regulations as spelt out in the traffic act, insurance and CARE policy.
Required Skills and Qualifications
  • Candidate must have an up to date Kenyan driving license valid for the class of vehicle driven. Classes for light and heavy vehicles will be an additional advantage.
  • For those driving in the field they must also pass an examination as set by MSU or has proven their field driving capabilities.
  • Good technical understanding and practices.
  • Three years relevant experience as tractor driver.
  • Good command of English and Kiswahili and able to write clearly in English.
  • Good communication and interpersonal skill
  • Education: 0 level, First Aid certificate would be an asset.
7. Grant Accountant

Job summary
Reporting to the finance coordinator, the Grants accountant will be responsible for managing and coordinating all financial aspects of the project to ensure there is optimal compliance with contract obligations.

Required skills and qualifications
  • Undertake audit of program transactions to ensure appropriate charging per contracts and budgets and appropriate reconciliations.
  • Process clearance of contracts and financial transactions incurred by the program operations while ensuring the enforcement of policies and procedures to grants compliance and controls.
  • Support preparation of financial reports and analysis of the same on monthly basis or as required.
  • Identify, communicate and support correction of challenges identified in financial administration of the program
Qualifications and professional experience
  • Bachelor of Commerce, accounting option, CPA-K and Trainings on financial management;
  • 2 years of experience in Grant Management capacity in a reputable organization within a similar setting.
  • Familiarity with financial management systems, procedures and performance based funding.
  • Excellent computer skills with knowledge of at least one professional accounting software
  • Excellent inter-personal, facilitation, communication and leadership skills.
8. Administration Assistant (Data collection).

Job Summary
The incumbent is charged with recording findings from the monitoring of indicators of the project in excel spread sheets and also provide a multiplicity of professional programmatic and administrative support services to the project manager and support staff.

Key Tasks and Responsibilities
  • Recording findings from the monitoring of indicators of the project in excel spread sheets
  • Ensure effective and efficient documentation and correspondence management for the project.
  • Administration of office budget for effective expenditure through the year.
  • Ensure effective general office management in collaboration with the RAP administration office.
  • Provide any other required support to the Implementation Monitor.
Required Skills and Qualifications
  • Diploma in Business administration with versatile administrative skills with 3 years experience in a similar position
  • Exemplary computer skills with proficiency in MS-word and spreadsheet packages.
  • Eloquent communication in English language (oral and written). Strong report writing skills
  • Sound interpersonal and liaison skills, Ability to work in a team and to coordinate team initiatives.
  • Pleasant personality, flexibility, team player, ability to solve problems; work with minimal supervision
  • Good knowledge and understanding of NGO environment including programme administration and management
  • Ability to work under pressure with minimum supervision
9. Procurement officer

Job Summary
Reporting to the Senior Procurement officer, the procurement officer is responsible for strategy, to facilitate purchase according to the procurement policy manual and co-ordinate purchasing practices to maximize savings and benefits available to CARE from purchasing activities.

Key tasks and Responsibilities.
  • Under the supervision of the senior procurement officer undertake the tendering, evaluation, placement and monitoring of the projects purchases while providing feedback to the programmes.
  • To assist in the selection of appropriate suppliers and contractors, to promote good procurement practice with due regard to sustainability, ethical purchasing standards and whole life costing.
  • To participate in negotiation of contract terms on a range of central contracts and to monitor performance against these contracts,
  • To participate in internal and external meetings, promoting procurement best practice.
  • Carry out the duties of this post in a manner which promotes equality of opportunity and shows due respect for all employees and users of the organizations services.
Required Skills and Qualifications:
  • Diploma in procurement and Supplies Management.
  • Two years working experience with a reputable organization in a similar capacity.
  • Understanding of ECHO reporting requirements for programme implementation will be crucial.
  • Computer Iterate in spread sheet packages
  • Possess good leadership skills, problem solving skills, organizational and planning skills.
10. Store Keepers

Job summary
Reporting to the logistics manager, the storekeeper is responsible for coordination of project warehouse operations activities including issuance and receiving, deliveries, coordinating stock, documenting warehouse transactions, maintaining records, maintaining the Fixed Assets, Stores, and overseeing storage of surplus inventory and property for the project.

Key duties and responsibilities
  • Oversees the daily operations of the projects warehouse(s) and stock(s) i.e. receipts and issuance while maintaining up-to-date records.
  • Receives and inspects all incoming materials and reconciles with purchase orders; processes and distributes documentation with purchase orders; reports, documents and tracks damages and discrepancies on orders received.
  • On a regular basis, advice programme team on warehouse delivery and intra- and inter-camp issuance of requested surplus project materials.
  • Responsible for maintaining the accuracy of stores and Fixed Asset Inventory.
Required Qualifications
  • Diploma in Stores/ Supplies Management or Accounts option.
  • Two years working experience with a reputable organization in a similar capacity.
  • Computer literate in spread sheet packages.
  • Understanding of ECHO reporting requirements for programme implementation will be crucial.
  • Posses' good leadership skills, problem solving skills, organizational and planning skills.
11. Implementation Monitor.

Job Summary
Reporting to the Project Manager, the Implementation monitor is responsible for monitoring the progress of implementation compared to (costed) work plans and impact indicators and its documentation. She/he is also responsible for the drafting of project progress reports of high quality in line with ECHO procedures.

Key duties and responsibilities
  • Under the guidance of the project manager develop tools that will facilitate data collection towards realization of impact indicators and the measurement of time bound implementation of activities and purchases of equipment and material.
  • Regularly collect data on the quantitative progress of the project and the qualitative achievement of indicators.
  • Enhance process monitoring and documentation of lessons leamt and best practices.
  • Timely editing and submission of quality reports to the programme manager/programme quality manager as per set requirements and standards.
Required skills and qualifications
  • Minimum of relevant University Degree, and other related M&E disciplines.
  • Minimum of 3 years experience in similar/related position and demonstrated experience in program design and implementation with an international humanitarian agency.
  • Experience in an ECHO funded project is essential.
  • Demonstrate skills and experience in utilization of data analysis and management software.
  • Experience in undertaking evaluations and impact enquiries.
  • Good report writing and communication skills besides other strong interpersonal skills.
