Parliamentary Service Commission Vacancies

The Parliamentary Service Commission is seeking to appoint highly motivated professionals to join the National Assembly in the following exciting and challenging positions:

1. Deputy Director of Finance and Accounting Services
(PSC 13) - 1 Post

Duties and Responsibilities:
  • Assisting the Director with general administrative duties.
  • Coordinating the Formulation of the Directory Annual Work Plan, and evaluating its implementation.
  • Assisting the director in the coordination of the preparation of budget estimates and monitoring of the implementation of the budget estimates.
  • Providing guidance on prudent final management,
  • Assisting the director in preparing and delivering budgetary information to Board of Management and Parliamentary Service Commission.
  • Assisting the Director in the coordinating the compilation of procurement plans for Kenya National Assembly,
  • Coordinating the preparation of annual accounts
  • Carrying out any other duties as may be assigned by the Director Finance and Accounts.
Requirement for Appointment

Academic Qualifications

Masters Degree in a Financial Field that include the following:
  • Finance
  • Economics and
  • Accounts from a recognized University.
Work Experience

Must have served satisfactorily as a Senior Principal Finance Officer or Deputy Chief Finance Officer or Principal Accounts Controller for a minimum period of 5 years in the Public Sector (Job Group Q) or Parliamentary Service Commission (Level 12) or its equivalent in the Private Sector.

Must be very conversant with:
  • Government Financial Orders and Regulations,
  • Government Procurement and Disposal Act, its Regulations and their applications.
  • Government Accounting Systems and Regulations and their applications and
  • The process of Budgeting, Reporting Systems, Controls and Monitoring.
  • Must be committed, able to work long hours without supervision, team player, honest, transparent, creative, initiative and very supportive,
  • Must have demonstrated leadership qualities, maturity and dependability.
2. Superintendent II (Mechanical)
PSC 9-1 Post

Duties and Responsibilities

The Superintendent II (Mechanical) will be responsible to the Maintenance Manager. The duties will include supervision and control of all matters pertaining to preparation of all design drawing, specifications, estimates and maintenance of buildings.

The officer will also assist in the preparation of budgetary and establishment proposals, tenders and documentation of contracts, he will supervise all technical staff deployed under him/her.

Requirement for Appointment

Applicants must have:
  • Be in possession of Higher National Diploma in Mechanical engineering from the Kenya National Examination Council or other approved equivalent qualification;
  • Have served satisfactorily for at least three years in the grade of Inspector I (Mechanical) or equivalent position;
  • Have a wide knowledge and experience in all areas of mechanical engineering designs and installation, Inspection and testing and maintenance ;
  • Have the ability and knowledge to plan, direct and supervise mechanical works and (building services).
3. Office Attendants (PSC 3)

Duties and Responsibilities

Duties and responsibilities involve carrying our miscellaneous services which include delivery of mail, maintenance of cleanliness of offices and other sanitary duties as may be assigned.

Requirements for Appointment

The grade of Office Attendant, PSC 3 is the entry grade for the Cleaning/Support Staff cadre.

For appointment to this grade, a candidate must show proof ability to read and write in English and Kiswahili.

We are looking for candidates with Kenya Certificate of Secondary Education (KCSE) Mean Grade D- (D Minus) or equivalent.

For direct appointment to the grade of Office Attendant, PSC 3 a candidate must be a holder of Kenya Certificate of Education (KCE) Division IV or Kenya Certificate of Secondary Education (KCSE) mean Grade D (Plain) or higher.

4. Receptionists (PSC 4)

Duties and Responsibilities

Responsible for:
  • Maintenance of good public relations in government offices;
  • Issuing of visitors passes;
  • Receiving and directing V.I.Ps visitors to relevant offices.

Appointment to the position will be made from persons who have;
  • Kenya Certificate of Secondary Education C- and above;
  • Prescribed courses in front office and security aspect including communication
