Family Health International Tanzania (FHI) is a private, non-profit organization working to improve lives worldwide through research, education, and services in family health.

FHI is seeking qualified candidates to fill the following positions:

1. Project Manager (1) - ROADS Project , Dar es Salaam

Job Summary:

The incumbent will be responsible for managing HIV/AIDS programming in Tanzania under the international donor-funded ROADS Project. The position will be based in Dar es Salaam, but will report to the ROADS headquarters office in Nairobi.

Main Duties and Responsibilities:-
  • Responsible for managing current FHI ROADS HIV/AIDS programs in Tanzania.
  • Acts as liaison with relevant private and public agencies, organizations, Tanzania AIDS Commission, USAID, and other donors regarding Tanzania programs and activities.
  • Manages the development of country plans, their periodic review and revision.
  • Manages the design of subproject activities (including the preparation of budgets, implementation schedules, and evaluation criteria) and ensures the identification of appropriate consultants and staff to provide necessary technical and management assistance for the programs.
  • Manages country office staffing levels and supervises country office staff.
  • Ensures appropriate monitoring of subprojects to achieve financial, administrative, and programmatic goals.
  • Ensures that systems are in place so that each implementing agency fully complies with USAID and other donor regulations regarding implementation procedures, reporting and evaluation.
  • Serves as fiduciary of funds dedicated to FHI/ROADS programs and activities, in accordance with FHI's policies and procedures. Ensures production of timely and accurate financial and substantive reports to FHI, USAID and other donors as required.
Minimum qualifications:
  • Masters or doctoral level degree in social science, public health or related field
  • At least seven years experience managing large international development projects to include at least five years of senior level project management experience.
  • Experience must reflect knowledge, skills and abilities listed above.
  • Good cross-cultural skills.
  • Knowledge of and experience with the design, management and implementation of HIV/AIDS prevention, care and mitigation programs.
  • Experience with or understanding of multi-sectoral HIV and AIDS programming;
  • Sensitivity to cultural differences and understanding of the understanding of the political, socio-economic and the ethical issues surrounding HIV infection.
  • Proven facility to coordinate program activities.
  • Ability to organize systems to monitor administrative as well as project results.
  • Well developed written and oral communication skills.
  • Ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants, and recipients of assistance.
  • Ability to travel internationally as needed.
2. Program Officer (1) -ROADS Project, Dar es Salaam

Job Summary:

To provide assistance to Implementing Partners, regional and technical staff in Makam-bako, Tunduma and Kahama in the development, review and submission of sub-agreements/amendments and act as program monitor for multi-sectoral activities in ROADS Tanzania.

Main Duties and Responsibilities:
  • Supports the design and development of agreements with implementing partners and provides on-going monitoring of these activities.
  • Provides technical support to projects in the areas of management, finance and specific technical areas.
  • Assists in annual work plan and budget development and provides leadership in meeting programmatic and financial reporting requirements.
  • Builds capacity of implementing partners to manage HIV/AIDS programming through project design, monitoring and management.
  • Develops, oversees, coordinates and supervise country specific activities in a regional HIV/AIDS program. Links with field based site coordinators
  • Act as the focal person for sub agreement development and review in Makambako, Tunduma and Kahama project sites.
  • Assist Implementing Partners, in designing sub-project activities including the preparation of budgets, implementation schedules and evaluation criteria.
  • Ensure project sub agreements developed are consistent with the ROADS strategic and implementation plans.
  • Keep track of and follow up on the progress during sub agreement/amendment development.
  • Act as project monitor for sub agreements pertaining to multi-sectoral activities to ensure achievement of programmatic goals.
  • Monitor compliance of projects with country ROADS strategic and implementation plans.
  • Have strong skills and extensive experience in mobilizing and building the capacity of local communities, CBOs, FBOs and NGOs. Interpret scope of work to the Implementing Partners. Oversee project financial and programmatic reporting.
  • Monitor the Recipient's progress, technical quality including assessment of performance, and recommending to the Program
  • Manager changes in scope of work or specifications to meet changes in requirements and coordinating the support needs of the project.
Minimum qualifications:
  • A Masters degree in social sciences or public health with at least 5 years experience in HIV/AIDS programming and project management.
  • Experience in program and financial management
  • Knowledge and experience in M&E.
  • Excellent analytical, communication and writing skills.
  • Ability to manage projects, set priorities and plans for the successful implementation of programs.
  • Ability to work well with others and to develop and maintain compatibility among project staff, sub-contractors, consultants and recipient of assistance.
  • Good negotiation skills, diplomacy and sensitivity in dealing with partners
  • Strong working knowledge of computer programs: Microsoft Word, Excel, PowerPoint, etc.
  • Fluency in English language.
3. Project Site Coordinators (2) ROADS Project- Tunduma & Kahama
  • Be responsible for overall project implementation at the site and creating linkages and referral systems with other site coordination structures;
  • Support project development and design at the site
  • Responsible for monitoring and arranging support to promote technical quality of the programs.
  • Support project development and design at the site,
  • Lead monthly monitoring meetings with local implementing partners to ensure timely and effective program implementation and timely financial reporting,
  • Facilitate and ensure timely coordination of multi-cluster trainings,
  • Conduct periodic meetings with stakeholders and target groups and represent the organization in relevant meetings and other forums at the site,
  • Provide and ensure timely and accurate briefing of program management staff of new program opportunities, key community and governance issues,
  • Work closely with other USG partners, local implementing agencies, NGOs, CBOs, FBOs, business leaders, public and private health facilities, district government coordinating bodies, and other stakeholders at the respective site to ensure timely implementation of and participation in project activities.
  • Routinely collect and analyze information on project implementation and compile and submit monthly and quarterly narrative and program monitoring data reports on time,
  • Conduct ongoing monitoring and evaluation of project activities at the site emphasizing quality programming
  • In liaison with in-country and Nairobi program staff secure needed technical and management support as required by the implementing partners,
  • Develop and/or strengthen strategic partnership forums and alliances for an expanded response to HIV and AIDS at the site level,
  • Manage FHI office at the site including oversight of petty cash account and office administration.
Minimum qualifications:
  • Bachelor's degree, preferably in social sciences or public health
  • At least three years experience in HIV and AIDS programming.
  • Knowledge and experience in Monitoring SEvaluation.
  • Experience in program and financial management
  • Strong working knowledge of computer programs: Microsoft Word, Excel, PowerPoint, etc.
  • Demonstrated ability to work as part of a team, often under pressure and with minimal supervision;
  • Good negotiation skills, diplomacy and sensitivity in dealing with partners
