Job Title: Regional Quality Improvement Advisor - Africa
Location: Regional office in Sub-Sahara Africa (Nairobi – Kenya or Pretoria - South Africa)
Position Summary: The Regional Quality Improvement (QI) Advisor will work closely with the in-country Head of Programs, ICAP NY team, donors, Ministry of Health and County Health Management Teams and other implementing partners to support the design, implementation, and evaluation of Quality Improvement projects and programs in a range of low-resource countries to institutionalize improvement programming through QI training, QI projects, QI Collaboratives and evaluations.
The Quality Improvement Advisor will:
- Lead the design, implementation, and evaluation of regional and country-level QI projects and QI Collaboratives.
- Facilitate communication and collaboration between donors, MOH, and other project stakeholders in order to achieve country level QI project objectives.
- Provide facility-level supportive supervision, QI coaching, mentoring and implementation support for QI projects (including QI Collaboratives and other QI initiatives) for HIV programs and a variety other health program areas.
- Develop and update QI-related training and technical assistance activities, including but not limited to: assisting with the design, delivery and management of QI training and capacity building initiatives.
- Provide hands-on support to both face-to-face training and distance education projects, including but not limited to conducting training sessions, webinars, and other QI projects.
- Contribute to project protocol development and coordinate Institutional Review Board (IRB) and ethical review at Columbia University, local IRBs, and donor institutions
- Coordinate and participate with M&E staff for indicator development, data collection activities, Standard Operating Procedures (SOP) development, data quality assurance policies and procedures, and data review and analysis.
- Assist in strategic planning and work plan and budget development, including the development and implementation of QI training and project needs assessments.
- Document QI training, QI Collaborative activities, and technical assistance activities and prepare QI related data for presentation for a diverse range of audiences and present data in dissemination venues.
- Contribute to the development of all required donor related applications, reports and other donor compliance procedures.
- Produce and disseminate technical reports, guides, manuals, success stories, and other written materials.
- Travel to support country-level activities; 40% international travel is required. (Approximately 4 to 5 international 2 to 3 week trips required).
- An advanced degree in Medicine, Nursing, Public Health or related field including experience and demonstrated success in leading quality improvement projects in low-resource settings is required;
- Expertise in training, curriculum development, QI evaluation, supportive supervision and/or institutional capacity building would be a plus.
Experience, Skills & Minimum Required Qualifications
- Minimum 5 years of relevant experience and demonstrated expertise in the implementation of health programs in low-resource international settings
- Minimum 4 years of substantive and relevant QI activities in low-resource settings
- Minimum 4 years of relevant adult education and/or training experience
- Demonstrated proficiency in data analysis and presentation skills
- Demonstrated experience in synthesizing and disseminating QI best practices and lessons learned to government officials, implementers and key stakeholders
- Fluency in written and spoken English
- Excellent verbal and written communications skills
- Demonstrated talent in writing technical content and training materials
- Experience working with complex programs involving short deadlines and multiple tasks, in coordination with multiple partners to achieve program results
Experience, Skills & Preferred Qualifications
- Experience in global health programs strongly preferred
- Familiarity with HIV programs in low-resource settings strongly preferred
- Demonstrated proficiency in the techniques of system design, project management, quality improvement and outcomes
- Demonstrated proficiency in the design, delivery and evaluation of competency-based training
- Experience in the design, delivery and evaluation of distance education
- Fluency in French, Portuguese or Kiswahili strongly preferred
