Background Information: The Office of the United Nations High Commissioner for Refugees was established in December 14, 1950 by the United Nations General Assembly.
The agency is mandated to provide protection (including assistance) and seek durable solutions for refugees.
UNHCR has also been involved in various IDP operations within a larger humanitarian response mechanism.
UNHCR Somalia leads the Protection and Shelter/NFIs Clusters and provides humanitarian assistance primarily to IDPs, returnees and the most vulnerable segment of host communities in Somalia.
To respond to the current humanitarian situation in Mogadishu effectively, UNHCR intends to establish a network of National Gender-Based Violence Officer in Mogadishu who will be embedded in their community in South and Central Somalia. Gender-Based Violence remains a critical protection concern throughout South and Central Somalia.
The capacity of local actors in Mogadishu and other parts of South Central Somalia requires strengthening to ensure effective delivery of GBV prevention and response.
Co-ordination of GBV prevention and response activity in this context is critical and needs to be strengthened to ensure:
- Efficient and effective use of resources and focused preventative measures to ensure rights of persons of concern to UNHCR are recognized and protected;
- Strengthening of response capacity and measures to provide prompt and comprehensive services to meet the needs of survivors of GBV.
The GBV focal point will provide support to UNHCR’s implementing partners in South and Central Somalia specifically to build their capacity and ensure effective implementation of project activities.
The incumbent will represent UNHCR in GBV working group co-ordination meetings and support processes aimed at devising comprehensive strategies for GBV, specific laws and policies related to the prevention and response to GBV, capacity building, service provision, data collection and assessments, and advocacy.
The GBV Focal Point will be responsible for co-ordination of GBVIMS related activities, providing technical support to GBVIMS partners through training, mentoring and on the job support, and analysis of data as required.
The GBV Focal Point will work closely with Protection and Community Services staff and the Protection Cluster focal point and a range of external actors.
The position is based in Mogadishu and will include travel to other locations in South and Central Somalia.
Under the overall supervision of the Senior Protection Officer or his/her delegate, the National Gender-Based Violence officer will perform the following principal tasks:
Implementation of GBV Activities
- Support partners to develop effective multi-sectoral and inter-agency prevention and response mechanisms to include identification, referral, intervention and reporting mechanisms.
- Develop and support initiatives aimed at improving access to justice for GBV survivors in line with WHO's “Ethical and Safety Recommendations for Researching, Documenting and Monitoring Sexual Violence during Emergencies”.
- Documenting and monitoring sexual violence in emergency and on-going operational contexts, with relevant agencies, displaced and host populations.
- Support efforts to conduct participatory needs/risk assessments of GBV on an AGD basis making recommendations on appropriate responses.
- Collect, compile and analyse monthly and quarterly GBV report data from GBVIMS partners with an emphasis on identifying trends and patterns, building capacity of data gathering agencies and co-ordinating the GBVIMS task force in Mogadishu and more broadly for south central regions.
- Ensure that all information management activities uphold the guiding principles of GBV programming: safety, confidentiality, respect and non-discrimination.
- Support the GBV sub-cluster’s strategic and operational decision making by processing and analysing data and information and presenting it in formats most useful for analysis (e.g. reports, matrices, maps).
- Design and implement sustainable information management and dissemination systems to ensure all relevant actors have easy access to key information. Identify alternative solutions for information feeding and dissemination as required
- Produce reports such as situation reports, briefing papers for a range of stakeholders including humanitarian agencies, donors, implementing partners, and other relevant humanitarian actors. The incumbent will also be required to contribute and support the preparation of GBV sub-cluster bulletins.
- In collaboration with other actors, assist in developing initiatives to ensure regular and consistent advocacy papers and initiatives on GBV concerns.
- In collaboration with GBV working group members, support the development of advocacy activities to raise awareness on Gender Based Violence including through events such as the 16 Days of Activism.
- Serve as the main point of contact between the GBV sub-cluster and OCHA for reporting on operational presence, service delivery and sitreps, and serve as the focal point on GBV to the inter-cluster working group.
- Liaise with local, regional and FGS authorities to ensure that focal points have been appointed and contact lists for GBV are consistent and up-to-date.
Training and Capacity Building
- Work with both GBV and GBV/IMS partners to identify capacity building/training needs and maintain a training matrix.
- Develop and revise training materials according to local context and conduct relevant GBV and GBVIMS training sessions for partners, local authorities, and other stakeholders.
- Liaise with and provide technical support to GBV and GBVIMS partners and focal points outside Mogadishu including through support missions and capacity building.
- Promote and support efforts to strengthen the capacity of relevant national authorities, NGOs and civil society.
Monitoring and Progress Controls/ Coordination
- Monitor the activities of GBV partners, in particular those working with UNHCR, and make recommendations for improvements where necessary.
- Act as the GBV sub-cluster focal point for the collection, analysis and dissemination of GBV-related information relevant to the South Central Somalia GBV prevention and response effort.
- Work closely with national and field level coordination hubs to determine priority data and information needs to inform GBV programming and advocacy.
- Facilitate information sharing for coordination among GBV partners (updated contact lists, shared information repository, etc.)
- Work with IM specialists across other clusters – particularly the Protection Cluster and Child Protection sub-cluster – to harmonize systems, tools, and reporting schedules/formats.
Implement GBVIMS in South Central Somalia
- For the purpose of the GBVIMS, the incumbent will be the GBVIMS Zonal Coordinator and will act for UNHCR as interagency resource to ensure diligent coordination of the GBVIMS for the common benefit of all members.
- Technical support on the use of GBVIMS: provide quality and timely technical support to data gathering organizations and second phase organizations/actors (Ministry of Gender and other potential new actors), include them in the GBVIMS Task Force and provide technical assistance.
- Identify and address emerging needs of technical support on GBVIMS-linking local users with global level support.
- Produce monthly consolidated reports on GBVIMS data at the Zonal level and external data sharing (with pre-approved and non-pre-approved actors and data gathering organizations) following the procedures agreed in the Information Sharing Protocol.
- Mentor and coach new GBVIMS organizations on the use of GBVIMS tools
- Provide oversight to GBV actors to improve the quality of GBV and HIV prevention and response.
- Support training of field teams on GBVIMS tools.
- Convene monthly meetings with GBVIMS working group to discuss progress and implementation challenges.
- Promote linkages between GBVIMS users and other information management systems such as Monitoring Analysis and Reporting Arrangements (MARA) and Monitoring Reporting Mechanisms (MRM).
- Facilitate monthly GBVIMS coordination meetings in order to analyze jointly the monthly trends, share achievements and challenges, identify common issues and work together as a group to address issues as needed;
- Share the monthly trends and points of analysis identified with the Zonal GBVIMS Task Force with the GBV sub cluster for in-depth discussions;
- Share the agreed-upon points of analysis and recommendations once a month with the National GBVIMS coordinator to feed the analysis at the national level;
- Share the quarterly regional trends and analysis with the pre-approved actors;
- Support the organizations focal points present in the zone, identify capacity building needs, coordinate coaching/ training initiatives and share the needs with the national level for follow up where they cannot be addressed at zonal level;
- Outreach new organizations in the zone offering GBV case management and liaise with the National GBVIMS coordinator for the GBVIMS introduction;
- Liaise with the National GBVIMS coordinator on behalf of the Zonal GBVIMS Task Force to provide updates on the implementation and support requests.
