The Women in Energy Enterprises in Kenya WEEK) project works with women entrepreneurs (WEs) in the Improved cookstoves (ICS), Solar products & Biomass briquettes value chains - to address the challenges that they face. 

Practical Action is requesting for proposals for a consulting entity to carry out impact assessment for this project.

The assessment is expected to cover the impact of the project on the energy enterprises run by WEs, the households including changes in gender relations as a result of the project interventions, empowerment (indicators to be provided), institutions, and other benefits to project beneficiaries along the target value chains, including non-intended impacts.
Description: The purpose of the Impact Assessment is to provide Practical Action and its key stakeholders with an independent assessment of the WEEK Project’s achievements in imparting change to its direct and indirect beneficiaries.

Specifically, the impact and beneficiary survey seeks to:
  • Provide an independent assessment of the impacts of WEEK project (intended and unintended) to direct and indirect beneficiaries
  • Assess quality and effectiveness of project support services i.e. trainings, mentorship and market development support.
  • Capture key lessons and challenges
  • Provide recommendations on how different components of the project could be strengthened to enhance sustainability and increase impact.
Evaluation design and Methodology
The evaluation will be participatory and will utilize the mixed method approach. 

This will include collection of primary data, review and analysis of secondary data. 

Qualitative and quantitative data collection and analysis methods will also be utilized.

Scope / Geographical coverage
The consultant/firm will cover 7 counties i.e. Nairobi, Nakuru, Nyeri, Muranga, Kisumu, Siaya and Kakamega 

The survey will look at how far the project has achieved its targets and intended impacts

Data collection Methods
WEEK project seeks the most robust approach that is appropriate for the scope, resources, and audience. 

Therefore, the consultant/firm will gather information from both primary and secondary sources using both qualitative and quantitative data collection methods and will focus appropriate/ relevant stakeholders. 

Participatory approaches will be employed in collecting information and soliciting views from both the direct and the indirect project beneficiaries including the supported women entrepreneurs, households and institutions who are benefiting from the use of energy products and services.
Secondary data collection
This will involve review of key project documents such as:
  1. Project proposal and RAF
  2. Project narrative and financial reports
  3. Mentor reports
The consultant will also review any other additional documentation that PA/SCODE may consider relevant for the Survey

Interested consulting entities that have capacity to deliver this TOR are invited to submit a complete proposal to [email protected] with subject line WEEK Project Impact Assessment so as to reach Practical Action on or before 23rd June 2017. 

Consultant should possess legal status to work in Kenya.  

The main body of the proposal should be approximately 2000 words or a maximum of 5 pages. Theme font should be Arial 11.  

Practical Action will evaluate the proposals and award the assignment based on technical content and financial feasibility. Those already applied need not re-apply.
