Background: Saferworld is an independent non-governmental organisation that works to prevent and reduce violent conflict and promote cooperative approaches to security. 

We work with civil society, governments and international organisations to encourage and support effective policies and practices through advocacy, research, and policy development, and through supporting the actions of others.

Saferworld has worked in Africa since 1997. 

We have well-established programmes in Kenya, Uganda, Somalia/land, South Sudan and Sudan. 

Overall our engagement in Africa combines programme implementation at the community level, dialogue, capacity-building, policy research, networking and advocacy, and working with institutions and civil society at national, regional, and international levels.
 
In the last three years the East Africa programme has gone through rapid growth, both in terms of programme scope and scale of operation, with all five countries now coming under one regional management. 

The Deputy Head of East Africa role is a new position in the regional management structure, in an evolving and rapidly growing complex region for Saferworld programmes. 

The post-holder is expected to provide strategic oversight and support to the Finance, HR, Security and Operation functions across the region. 

The post will complement the regional lead role provided by the Head of East Africaand brings additional key skills at strategic level, especially on finance and operations.
 
Job Purpose: The Deputy Head of East Africa supports the HEA in overseeing the delivery of Saferworld country programmes in East Africa and providing strategic leadership to the region.

In rapidly evolving country programmes, the post-holder will be responsible for the oversight and support of country programme operations, including compliance, opening of new offices, adaptation, the operationalisation of new projects and bridging support to country offices, working closely with the Director of HR/Operations and the Country Directors/Managers. 

A particular focus will be the oversight of the financial performance of the country programmes and cost recovery, working closely with Country Directors/Managers, the Director of Finance and the HEA.
 
As part of the regional management structure, the post holder is expected to contribute actively to the global organisational strategy, priorities and policies, and to also contribute to the development of broader regional interests.
 
Key areas of responsibility:
 
Oversight and support on systems, procedures and compliance in respective countries to achieve a high level of performance, including
  • Finances
  • Funding and cost recovery targets
  • Operations, including IT, legal compliance
  • Human Resources
  • Safety, security, and risk
Key areas of responsibility
 
Financial Management
  • Work closely with the HEA and the Director of Finance in providing financial oversight to the East Africa country programmes.
  • Work closely with country teams to ensure effective financial control and compliance are in place as per organisational policies and procedures; and that the policies and procedures are understood and being adhered to.
  • Work closely with the Regional Funding Manager to ensure excellent performance in grants management and compliance, through establishing clear benchmarks, lines of accountability, and ongoing performance improvement initiatives.
  • Work closely with the Country Managers/Directors to ensure optimal cost recovery
  • Ensure all accounting and finance functions and donor financial regulations are complied with by country staff and partners.
  • Ensure that the countries’ risk analysis is maintained and regularly updated, with risks prevented and managed by the country managers and Directors.
  • Ensure that Country Managers/Director understand and apply financial management and control policies, and work within their budgets to deliver agreed priorities.
  • Contribute to the development of countries annual budgets.
Operations and Human Resource Management
  • Work closely with the HEA, country HR and Operations leads and the Director of HR/Operations to ensure that HR and operations processes and systems are up-to-date, consistent, understood and applied in East Africa countries.
  • Coordinate across and work to improve the quality of operational services (contracts, legal, logistics, IT, etc.), through understanding current systems and working collaboratively with existing teams, the HEA and Headquarters to improve each function to respond to increases in scale.
  • Work closely with Country Directors/Managers to plan effective operational support across the country programmes.
  1. by defining the scope of operational support provided to country teams
  2. by researching, developing and proposing tools and processes with limited resources.
  3. by engaging in the planning of growth, including office scale-up and planning staffing to support the new operational needs
  4. by identifying challenges country teams face in meeting compliance with policies & procedures and providing solutions to those challenges and ways of working.
  • In conjunction with the HEA, Country Directors/ Managers and the Director of HR/Operations, monitor guidelines and procedures for Saferworld East Africa offices’ operations.
  1. by producing a matrix of registration requirements for each country registration and those planning registration processes.
  2. by developing an annual calendar to highlight progress related to country re-registration in order to ensure processes are planned in advance and involve relevant stakeholders.
Safety, security, and risk management
  • Work closely with the HEA and Regional Security Manager to ensure organisational security protocols and duty of care standards are maintained by country teams.
  • Ensure country safety and security plans for the East Africa countries are regularly reviewed and updated, and ensure that all staff fully comply with the policies and procedures contained therein, working closely with the Regional Security Manager.
  • Ensure optimum safety of Saferworld staff, consultants, interns, and volunteers as per agreed standards and use any information/learning to guarantee safety of staff.
  • Ensure that security and safety capacity building plans are planned, adequately resourced and implemented for all countries
People management
  • Manage the performance of direct line managed and dotted line reports and oversee other senior staff and consultants where necessary.
  • Work with respective HR leads in respective countries and in close coordination with the Director of HR/Operations to monitor and support the performance of staff on the basis of Saferworld’s performance management system.
Person Specification
 
Knowledge and Experience
  • A Master’s degree (or equivalent) in business administration or a related field
  • An accounting qualification CCAB/AACA or similar
  • Minimum of five years’ senior management experience in NGO operations, INGO experience is preferred.
  • Experience of budget development and financial performance management within an international business or INGO - knowledge of SUN or another multi-currency accounting system is desirable
  • Experience in development of global operational strategies, scenarios, recommendations and decisions based on analysis and benchmarking.
  • Experience in organisational growth and change management
Skills
  • Proven ability to manage and motivate staff at all levels, open to direction and a collaborative work style while maintaining a commitment to accomplishing goals. Experience of remote line management is desirable
  • Ability to prioritise, lead and manage multiple tasks to successful completion. High-level communication skills, including experience of communicating effectively across cultures and with diverse audiences, both verbally and in writing
  • Excellent written and spoken English, and preferably of another language spoken in the region.
Other
  • Ability to undertake extensive travel (up to 4 months each year);
Terms and Conditions
 
Location: Kampala or Nairobi. The legal right to work in either location is a requirement.
 
Salary range: £40,000 - £47,875 gross per year

Hours: Standard working week is 37.5 hours a week (Monday-Friday)
 
Probation: There will be a probationary period of three months.
