USAID awarded a comprehensive health service delivery project to PATH to improve the health of Kenyans in the western region of the country.  

The project, APHIAplus Western Kenya, builds upon USAID/Kenya’s country-wide health service support project known as the AIDS, Population and Health Integrated Assistance II (APHIA II).  

PATH and its partners are implementing the APHIAplus project within the Counties in the former Western and Nyanza Provinces. 

The project started on January 1, 2011- December 31, 2016, and is currently in a one-year extension to December 2017.  

It works closely with the Government of Kenya and a wide variety of non-government agencies to strengthen health care services throughout the Counties in the two former provinces. 

In addition to addressing specific diseases, the APHIAplus project works on strengthening the region’s health care system by rehabilitating health facilities, training staff, and supporting supply and communication networks.   

PATH seeks to recruit a Temporary Monitoring and Evaluation Officer  for a period of  six months who will work closely with the Monitoring & Evaluation team to provide a wide range of support services that ensure the efficient and effective functioning of the team. 

S/he support the mentorship and capacity building of the MOH staff and project M&E staff in Western region to improve their skills in M&E and HMIS, Participate in project evaluation methodology and design during Lot Quality Assessment Sampling (LQAS), Biannual CSI Assessment, and End-term review and during quarterly project review, support in ensuring quality assurance is maintained at all levels of programmatic work and particularly at results level in Western region by offering technical support during the , SIMS, LQAS, DQA and Quality of Care Assessment. 

This position will be based in Kakamega.

Specific duties and responsibilities:
  • Support the mentorship and capacity building of the MOH staff and project M&E staff in Western region to improve their skills in M&E and HMIS.
  • Coordinate the gap analysis, forecasting and distribution of CBHIS/HMIS reporting tools in the project supported counties.
  • Support in the implementing the projects Performance Management Plan (PMP) for the project and ensure that all indicators are routinely updated.
  • Participate in project evaluation methodology and design during Lot Quality Assessment Sampling (LQAS), Biannual CSI Assessment, and End-term review and during quarterly project review.
  • Support in ensuring quality assurance is maintained at all levels of programmatic work and particularly at results level in Western region by offering technical support during the , SIMS, LQAS, DQA and Quality of Care Assessment.
  • Contribute to the development, review and tracking of the project’s performance indicators including the training data.
  • Contribute to the development of protocols, instruments (e.g. questionnaires, checklists, discussion guides and interview forms) for data collection, storage and analysis as may be needed.
  • Support in the gathering of information, analysis, report writing, feedback and technical editing of quarterly, semi-annual and annual results.
  • Participate in the planning, development, maintenance and training of M&E team and sub grantees on the project databases (and Management Information Systems-CIMS, OLMIS, and tableau).
  • Conduct data analysis and design and oversee special studies that support project management and document project performance.
  • Participate in M&E Technical Working Group for both the project, and at the County levels.
  • Supporting in the continuous updating and review of the project M&E SOP document.
  • Manage and Coordinate the SAPR and APR reporting processes to USG through PHES and DATIM.
  • Participate in the PATH proposal activities including write-up, data preparation and analysis.
  • Participate in the project closeout activities including documentation and preparation of final project reports and write-up.
Required Skills
  • Good analytical skills and attention to detail.
  • Strong documentation skills including report writing.
  • Computer literate; experience in using Ms Office suite.
  • Fluency in English, both verbal and written is essential.
  • Self-starter with ability to operate effectively under stress.
  • Ability to communicate effectively, confidently and appropriately within a cross-cultural environment.
  • Good organizational skills, with demonstrated ability to manage and prioritize tasks with little supervision.
Required Experience
  • Bachelors’ degree in relevant field and at least 3 years relevant experience or be in possession of a minimum of Diploma in relevant field with at least 4 years relevant experience. 
  • The individual should have a strong analytical, communication and reporting skills and demonstrated experience in working with MOH health facilities as well as working with CSOs.
You must currently have legal authorization to work in Kenya.
