CARE International is an international NGO working in Somalia. CARE and its partners work with vulnerable communities to address the underlying causes of poverty and promote peace and development, as well as mitigating immediate suffering caused by drought, conflict and displacement. 

 
We invite applications from experienced and talented individuals for the position of Secondary Education Advisor based in either Hargeisa or Garowe with travels to the other field sites in Somaliland & Garowe.

Background: The Somali Girls Education Promotion Project (SOMGEP) T - Kobcinta Waxbarashada Gabdhaha in Somali – is an innovative project aimed at increasing access to education for some of Somalia’s most educationally disadvantaged children: rural (sedentary and nomadic) girls.

The project aims to improve access to education, learning outcomes, quality of education and retention of 26,100 girls from some of the poorest, most vulnerable and marginalized households in remote and rural areas of Toghdeer, Sool, Sanaag, Karkaar, Mudug and regions.

Position Summary: The position will engage MOE and stakeholders in the field activities, working closely with CARE, local NGO Partners and ADRA field teams to roll out activities at scale.

Duties & Responsibilities
  • Support improvement of classroom teaching through training of teachers in Mathematics, English and alternative education approaches
  • Lead in the implementation of Alternative Learning Programs including at Accelerated learning program, Alternative Basic Education and Non Formal Education
  • Engagement and coordination with the MOE and other stakeholders to ensure the program fits within the broad frameworks and systems developed under the ESDP in all areas.
  • Ensure that the Ministries are fully involved in planning and implementing the activities
  • Participate in coordination activities with other agencies working in education, ensuring harmonized approaches and strong collaborative work.
  • Work with MoEs Gender department’s capacity to improve girls’ education outcomes through designing customized trainings and provision of the materials to support the functions of the department.
  • Support quality assurance and standards (QAS) functions at all MoE levels including review and designing quality assurance tools and organizing school monitoring visits at national, regional and district levels.
  • Organize and/or participate in research on quality equitable in education in FCAS contexts.
  • Contribute to ongoing organizational learning on inclusive and equity in education.
Required Qualifications
  • Post graduate degree in Education with secondary school teaching experience in Languages and/or mathematics.
  • Master’s degree is desirable.
  • Minimum of three years’ experience working in Somalia or in the Horn of Africa and a good understanding of Somalia, its culture and political sensitivities
  • Experience working in secondary education including child friendly approaches and factors affecting girl’s limited access to education.
  • Knowledge of UKAID and other donors programmatic and financial regulations
  • Demonstrated experience managing partnership/institutional strengthening programs
  • Experience in managing and mentoring staff and promoting teamwork
  • Good interpersonal and cross-cultural skills
  • Willingness and experience to work independently in politically unstable security situations in security sensitive areas.
  • Excellent written and verbal communication skills
  • A strong interest and understanding of gender and social change issues in communities in Somalia
  • Proven experience in organizing trainings and developing training materials
  • A strong belief in the importance of and drive to support girls’ education in rural areas
  • Strong communication and collaboration skills
  • Team player, who is able to develop strong collaborative relations across the organization
