Terms of Reference: Environmental Impact Assessment (EIA) in Rift Valley and Eastern Region - Kenya Market Led Dairy Supply Chain Project
 
1.0 Background: Heifer International – Kenya (HPI-K), a branch of HPI, started its operation in Kenya in the year 1981.

It was registered as an NGO in 1993. Heifer’s mission is to work with and empower communities to end hunger and poverty while caring for the earth. 

 
In various projects, HPI-K partners and works to mobilize smallholder farmers, public and private partners to marshal their resources, integrate appropriate agricultural technologies, agro-ecological techniques into their farming practices, join community-driven processes and develop agribusiness systems responsive to community needs. 

HPI-K 2015 – 2025 strategic goal is to assist 330,000 farmer and pastoralist households (1,625,000 individuals) to move from poverty and vulnerability to sustainability and resilience in a healthy environment through participation in the dairy, meat and horticulture value chains.
 
2.0 The Project: The Kenya Market Led Dairy Supply Chain Project is a five (5) year SIDA funded Public Private Sector Partnership (PPP) project being implemented by Heifer International – Kenya (HPI-K) as the lead partner in partnership with New KCC Ltd, Tetra Laval Food for Development Office (FfDO) and Tetra Pak Kenya (Tetra Pak). 

The project utilizes the great potential of smallholder milk production in Kenya to meet the growing demand for milk and dairy products by the dairy industry and consumers. 

The project goal is to improve the livelihoods of 30,000 smallholder farmers in Eastern and Rift Valley area of Kenya and increase their household income by increasing dairy production and productivity and empowering women and youth to play a role in the dairy value chain. 

Heifer is the lead partner in this project and is coordinating all activities. Other beneficiaries include dairy value chain service providers and local governments. 

The project will be implemented in the following five counties; Nandi, Uasin Gishu, Elgeyo Marakwet, Trans-Nzoia and Tharaka Nithi. It will focus on developing the dairy supply chain in these regions where NKCC is collecting milk for its processing plants in Eldoret.
 
The Project will work primarily through dairy Producer Organizations (POs) in the above areas to reach the main beneficiaries who are the farmer members of these organisations.

7.0 Application Procedure
 
The proposal (duly signed) from firms/individual should comprise technical and financial proposal. 

The Proposal will be accepted preferably in hard copy and also backed by a soft copy through email and mentioning subject line; “Environmental Impact Assessment (EIA) of the Dairy Value Chain in Rift Valley and Eastern to [email protected] and CC [email protected], on or before 27th September 2017

In addition, the following documents should be submitted;
 
1) For Individual consultants
  • Maximum 3-page CV of Team Leader highlighting related assignments completed with client name, contact person and mobile number. The team leader must have fulltime engagement during assignment period
  • The team leader must be a qualified and registered EIA/EA Lead Assessor with NEMA.
  • Other Team members’ two-page short CV highlighting related assignment completed
  • Copy of Pin certificate for the individual consultant
  • Any additional evidence in favour of the relevant previous studies.
2) For firms
  • Maximum 2-page of the organization’s profile highlighting related assignments completed with client name, contact person and mobile number
  • Lead Consultant’s (who will lead the assignment) Maximum 3-page CV highlighting related assignment completed, role in the completed assignment
  • The team leader must be a qualified and registered EIA/EA Lead Assessor with NEMA.
  • Other Team members’ (who will involve in the assignment) 2 paragraph short CV highlighting related assignment completed and role
  • Organization’s/Firm’s Certificate, PIN and VAT registration
  • Documents in favour of the previous relevant studies.
