Job Vacancy: Supply Chain Officer (Procurement) - Lodwar

Job Purpose / Objective: Based in Lodwar, the Supply Chain Officer will provide all necessary Supply Chain support to the field project activities in the respective field office, ensuring maximum efficiency while adhering to IRC’s and Donor’s Supply Chain and Administrative procedures. 

The Supply Chain Officer will promote an atmosphere of co-operation and team spirit among IRC staff, carry out all his/her duties responsibly and act in a professional manner at all times.

Supply chain activities
  •  To ensure all supply chain activities are carried out to a satisfactory standard.
  • To ensure that the necessary Supply Chain organization is effected for all projects.
  • To manage or support, the development and proper functioning of the field project office
  • To assess potential projects as requested by Supply Chain Manager
  • To familiarize him/herself the IRC Supply Chain Manual and comply with the policies outlined in the Manual.
  • Complete monthly supply chain reports and submit to Supply Chain Manager as required.
  • Receive and review all Purchase Request from Program and other operations departments.
  • Maintain an updated data base for all prequalified suppliers for both services and goods for the field office
  • Conduct procurement in accordance with IRC and Donor Policies and procedures, ensuring that the purchases of goods are appropriate in terms of quality and fair market price.
  • Ensure that all purchases are properly authorized in accordance with IRC Finance and supply chain policies and procedures.
  • Maintain proper records of all procurement activities
  • Ensure that IRC and Donor supply chain procedures are followed by all staff in the field office. Where necessary, carry out basic staff orientation on supply chain procedures.
  • Ensure that up to date files for price catalogues and products technical information are maintained for use when necessary by the office for budgetary and ordering purposes.
  • Review all procurement documents before sending them for approval and ensure that a proper record for any procurement act is kept and inventory of used POs is maintained for future references.
  • Coordinate closely with the Supply Chain Department in Nairobi to ensure that program supplies purchased from Nairobi are delivered to the field in a timely manner.
Travel and Transport Management
  • Act as focal point for all travel and transport-related matters including vehicle availability and accommodation for travelling staff
  • Timely planning, communication and coordination with the requesting staff regarding their travel requests
  • Ensure up-to-date records are maintained for vehicle hire, accommodation and related services
  • Monitor the performance of vehicle hire service providers and initiate corrective actions where necessary
  • Ensure timely processing of payments for transport and travel-related services
Supply Chain Reports

Preparation of regular and ad hoc Supply Chain reports, including:
  • Monthly PR Tracking Status report
  • Monthly Inventory report
  • Monthly Vehicle Fleet Performance report
  • Monthly Assets Report
  • Any other supply chain reports required by Country Senior Management, Supply Chain Coordinator or direct Supervisor.
Administrative Roles:
  • Manage all staff employed in the supply chain and admin department who are directly under him & supporting operations at the field office by assigning duties through delegation, monitoring the performance and regularly evaluating staff directly supervised by him /her.
  • Ensure there is an adequate and neatly organized filling system for waybills, inventory records and other logistical records.
Office Administration
  • Provide oversight over the day-to-day office management activities so as to ensure optimum space utilization, a well-functioning front office desk and a clean and conducive working environment for staff at the field office
  • Manage / control access to the office.
  • Ensure all office equipment is in good working order.
  • Manage common/shared spaces e.g conference halls, ensuring optimal allocation and utilization amongst all staff
  • Ensure adequacy of office supplies (e.g stationery, beverages).
  • Maintain updated data base for assets, properties and equipment in Lodwar office and share with the Supply Chain Manager on a monthly period.
  • Manage office filing system and archive for ease of access and retrieval.
  • Ensure timely processing of payments for rent and utilities for IRC office and guest house premises
  • Liaise with the Supply Chain Manager and the Supply Chain Coordinator for timely renewal or termination of rental agreements as necessary
  • Any other duties that are related to supply chain management and administration that may be assigned by the supervisor.
  • Degree or Advanced Diploma in  Supply Chain Management, Procurement & Logistics or any  another  relevant field
  • Thorough method of working with ability to work under pressure to pursue multiple tasks simultaneously to successful conclusions;
  • Management ability to lead, motivate and develop staff;
  • Positive attitude with good sense of humour;
  • Committed team player;
  • Ability to live and work in isolation and in conditions of limited comfort;
  • Basic computer skills (Word, Excel, Outlook, Web Applications);
  • At least Three (3) years’ experience working as a Logistician;
The following experience will all be advantageous: previous NGO work, experience in contract management, general purchasing, fleet management and direct staff supervision.
