NOTICE is given that pursuant to Article 178 of the Constitution of Kenya 2010, section 21 of the Elections Act, 2011, section 7A of the County Governments Act and Standing order 4 of the Kisumu County Assembly Standing Orders, the office of the Speaker of the Kisumu County Assembly shall become vacant upon the first sitting of the second Assembly. 

 
The said sitting shall be held at County Assembly of Kisumu on Wednesday 6th September 2017 from 9:00a.m.
 
Article 178 of the Constitution provides that each County Assembly shall have a Speaker, who shall be elected by County Assembly in accordance with the standing orders, from among persons who are qualified to be elected as Members of the County Assembly but are not such Members.

According to section 21 of the Elections Act, 2011,such persons should meet the qualifications under Article 193 of the Constitution of Kenya.

The Office of the Clerk hereby invites interested persons who qualify to be elected to the position of the Speaker of the County Assembly to collect nomination papers from the Office of the Clerk of the County Assembly at the County Assembly buildings, Kisumu, including Saturdays and Sundays from Thursday, August 31st 2017 during working hours (8:00am - 5:00pm).
 
The completed nomination papers and the documents listed below should be HAND DELIVERED to the Office of the Clerk of the Kisumu County Assembly at the County Assembly buildings, Kisumu, so as to reach him at least 48 hours before the date of the First Sitting of the Second Assembly.
  1. Duly filled and signed nomination form.
  2. Curriculum Vitae, academic certificates and other Testimonials.
  3. Clearance certificate from the Higher Education Loans Board (HELB).
  4. Clearance certificate from the National Police Service Commission.
  5. Compliance with Chapter Six of the Constitution/Clearance from the Ethics and Anti-Corruption Commission (EACC).
  6. Compliance Certificate from Kenya Revenue Authority (KRA).
  7. Clearance Certificate from the Independent Electoral and Boundaries Commission (IEBC).
  8. Clearance Certificate from the Credit Reference Bureau (CRB).
  9. A copy of the National ID or passport.
MCAs Elect and Nominated of Kisumu County Assembly have been invited for pre-swearing in/Familiarization meeting scheduled for Tuesday 5th September, 2017 at 9:00 Am.
