Terre des hommes Foundation (Tdh) is an international NGO focused on Child Rights and Child Protection.
To support in the development of its child protection programme in Garissa County, Tdh is encouraging applications from Kenyan nationals for the role of;

Job title:  Monitoring and Evaluation (M&E) Officer
Reports to (hierarchy): CP Program Manager (working relationships): CP teams in Dadaab and Nairobi
Position grade:   4
General job description: The Monitoring and Evaluation(M&E)Officer provides methodological and technical support to the Dadaab based Child Protection team in order to ensure the quality of M&E tools in projects and programmes,  in management and coordination of project information, and effective accountability to the beneficiary population.
The M&E Officer ensures that M&E /IM/Q&A approaches, methods, tools are relevant and consistent across all Tdh CP activities/sub-projects and the CP Working Group.  He/she helps plan and implement activities requiring specific M&E, IM and Q&A expertise.
The M&E Officer helps develop a dynamic approach to M&E/IM/QA within the project including  in working groups in which Tdh is engaged at Dadaab level or within the Kenya country program. 

He/she ensures M&E/IM/Q&A is an integral part of all Tdh departments, and that the M&E/IM/QA position plays key role in the Dadaab based projects and ultimately, the Kenya country program.
He/she helps develop an institutional culture that encourages critical thinking, collective learning and teamwork, as part of the organisation’s focus on quality and accountability.

Main Responsibilities:
  • Helps programme coordinator and project leaders to develop and implement monitoring plans that are consistent with the organisation’s orientations.
  • Helps to implement an appropriate and effective M&E system that, where possible, brings together project and programme partners during the monitoring plan design phase and during the sharing and using of data.
  • Helps to establish M&E budgets by encouraging the optimal allocation of available resources (including financial, logistical, technical and human resources) for M&E.
  • Helps to produce communication and reporting tools (for M&E issues) while optimal diffusion of M&E information.
  • Ensures ethical principles related to M&E are respected, especially those concerning gender equality, fairness and “do no harm”. Protects confidential data, applies the principles of informed consent, and protects children during the collection, processing, analysis and use of M&E data.
Technical Support in M&E
  • Ensures internal  directives on M&E are correctly rolled out within the delegation, and that Tdh  teams adopt all of Tdh’s existing / recommended M&E methodological guidelines and tools.
  • Helps to develop and write sections on M&E in project proposal (covering indicators, budgets and M&E framework).
  • Provides technical support during the design of monitoring tools and the collection and analysis of data, working with the Information Management and programme teams.
  • Helps prepare and organise routine monitoring activities and special monitoring of the projects.
  • Ensures monitoring tools are used correctly during the implementation phase, and provides support during data collection activities.
  • Supports data analysis processes and assists in drafting qualitative reports for effective programme management.
  • Provides technical support to ensure that M&E information is used successfully and adapted to target audiences during operational and strategic decision-making, at the project and delegation and in coordination with the Project Manager, the Child Protection Program Manager and the Country Representative.
  • Informs the Child Protection Program Manager, of any unmet targets, contextual changes (risks and opportunities) and negative effects on beneficiaries. 
  • Provides advice and methodological support during the recruitment of M&E consultants (by drafting terms of reference recruiting and following up on consultancy).
Technical Support Q&A
  • Supports the CP projects Dadaab refugee camp to design and implement of the Q&A strategy and supervises all activities contributing to the Q&A of of the said projects, and further provides support to the teams and cooperating agencies involved in the projects.
  • Directly supports teams by performing situation analyses, designing intervention strategies, capitalizing on lessons learned and creating the necessary conditions to inform, involve and communicate with populations and actors affected by projects and programmes (accountability).
  • Ensures that ethical principles such as gender equality, fairness and “do no harm” are respected in projects and programmes.
  • Supports an institutional culture that encourages discussion, critical thinking, collective learning and teamwork in Q&A fields.
Technical Support in IM
  • Supports the team to develop and maintain a standard datatabase that is consistent with data sharing protocols of child protection agencies operating in Dadaab
  • Provides supervision and capacity building of the data officer and data clerk
  • Trains Tdh team and community workers in correct use of the database tools.
  • Supports the team develop other tools required for the CP project to collect data and information for all activities.
  • Assists to ensure links to the GBV and CPIMS based on agreed upon procedures and in close consultation with the CP project manager and Database manager. Contributes to the development of tools and analysis of data for all CP surveys and evaluations.
Learning / training
  • Helps build the skills of the teams and partners he/she supports in the M&E field.
  • Helps capitalise on knowledge in M&E related issues.
Security and child safety
  • Understands and applies security policies, the Child Safeguarding Policy and fraud prevention policies.
  • In his/her professional activities, adhere to the values of commitment, expertise, integrity and self-reliance
  • Work in different cultural backgrounds and in difficult situations, deal with confrontation due to differences (intercultural)

Other professional skills required:
  1. Expertise in project cycle management, detailed knowledge of concepts, processes and tools, and experience in leading participative processes
  2. Expertise in designing, planning and implementing Q&A initiatives (situation analyses, planning, monitoring, evaluation, capitalizing on lessons learned, participation, communication, information management)
  3. Expertise in developing, planning and implementing M&E systems, procedures and tools
  4. Knowledge of and experience with quantitative and qualitative methods in the humanitarian aid/development sector. 
  5. Ability to understand and question issues, hypotheses and research
  6. Awareness and knowledge of ethical issues related to project management: gender equality, fairness and do no harm
  7. Knowledge of and professional experience in the children’s rights field (protection and health) in the humanitarian aid/development context
  8. Extensive experience in data management; collection and analysis Knowledge of information management software and tools (statistics, investigation management and mapping)
  9. Experience in preparing, planning and monitoring consultancies in the M&E field
  10. Awareness and knowledge of ethical issues related to M&E: do no harm and sensitivity to gender and diversity
  11. Knowledge of and professional experience in the children’s rights field (protection and health) in the humanitarian aid/development context
