Job Title:  Education in Emergencies Specialist
Team / Programme: PDQ

Location: Juba
Grade: Level 4

Contract Length: 6 Months

Child Safeguarding: Level 3 -  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

Role Purpose: Under the guidance of the Education Technical Specialist, the Education in Emergencies Specialist (EiE Specialist) will work in close collaboration with Save the Children PDQ team members, Programme Operations and education staff based at the field offices as well as partners/actors to provide technical expertise in assessing, designing, developing, implementing and monitoring the Emergency Education responses to the conflict and natural disasters affected areas in the country.

Role Dimensions:  The Education in Emergencies Specialist will work closely with national and local education government authorities, local and international NGOs and agencies involved in the education sector to provide technical expertise in assessments, planning, strategy and programme development, implementation and monitoring of the emergency education situation and response in the country. 

More specifically, with guidance and support from the PDQ Director, Education Technical Specialist, Education Cluster Coordinator, programme operations staff, field based education staff and Field Programme Managers, she/he will:
Key Areas of Accountability:
  • Support the Education Technical Specialist and education staff to ensure effective assessments, design, planning, development, implementation, and monitoring and evaluation of Save the Children Emergency Education programs together with partners, local education authorities and communities in conflict and disasters affected-areas.
  • Establish positive working relationships with education staff and partners to facilitate smooth implementation of planned education in emergencies activities.
  • Support the field education staff and partners to put in place innovative EiE approaches for conflict affected-children in the most insecure areas.
  • Assist in the creation of school preparedness plans in areas affected by conflict and disasters, in collaboration with local education authorities, Save the Children field offices, staff in Juba, and other partners/actors involved in Sector Clusters Coordination and in particular the Education Cluster.
  • Undertake field visits, as required, to monitor education response activities, particularly related to education in emergency implementation, supplies, on the ground and provide support to Save the Children colleagues on monitoring, where possible.
  • Contribute to draft Education in Emergencies proposals, review donor reports and humanitarian situation reports
  • Contribute to build the capacities of Save the Children education and partners’ staff at national and field level in Education in Emergency issues
  • Work with MEAL staff to actively monitor the data related to education programme implementation to ensure the availability of the indicators of activities and results and facilitate the donor reports
  • Contribute to and work in close liaison with Education Cluster/Sector members and coordinator(s).

Qualifications: Masters or advanced degree in education, social sciences, international development, humanitarian response or a related field.
Experience and Skills
  • Minimum 5 years of progressively responsible relevant experience in the field of education, especially Emergency Education response. Experience in complex emergencies and experience with either the UN and/or NGO strongly preferred.
  • Technical experience and knowledge in the area of education in emergencies response required, including assessments, monitoring and evaluation, and collaboration with partners.
  • Proven experience of high quality report writing and documentation.
  • Resourcefulness, flexibility, and the ability to prioritize large amounts of work while under pressure.
  • Good analytical, facilitation, communication and presentation skills.
  • Politically and culturally sensitive, awareness of gender issues, with qualities of patience, tact and diplomacy
  • Fluency in English (verbal and written).
  • Good knowledge of the context of South Sudan and/or the region is an asset
  • Communicates effectively to varied audiences, including during formal public speaking.
  • Able to work effectively in a multi-cultural environment.
  • Sets high standards for quality of work and consistently achieves project goals.
  • Has good leadership and supervisory skills; co-ordinates group activities, ensuring that roles within the team are clear.
