Water Supply Operator, Pump Operator, Billing / Revenue Clerk and Plumber Jobs in Kenya

Left Bank Water Users Association is a community water project Serving 3 Administrative areas designated C, D and E. C in two Locations (Ramula and Kodhoch), with (3) boreholes sources (Ramula / Kobungu,Kuoyo / Jwelu and Kowidi). D in Ramba Location with (2) boreholes sources (Kolare / Ramba and Kauma) .E in Kobuya East with (1) borehole sources (Kuluti). 

The project was constructed by Kengen in an effort to ensure sustained supply of water to communities living down stream of their Power Project Dam and handed over to the community in the year 2007 for Management and Operation. 

The County government of Homa Bay Ministry of Water Services & Environment under the PPP policy has engaged SANA International Holdings Limited to manage and operate the Water Supply.
The Company is calling for applications for the following positions
Water Supply Operator 

(1 Position)
Responsible: Water Supply Operator will be directly reporting to the Technical Manager SANA International Holdings Ltd. 

However, overall responsibility is the Chief Executive Officer of the Company. 

The incumbent will supervise all workers in the Left Bank Water Supply and be ready to support other schemes under agency management in the geographical area.

Main Accountabilities:
Under basic supervision, operates, maintains, and performs preventative maintenance on Water Supply pumps, wells, tanks, water treatment facilities, and related equipment; performs duties relating to water quality, including water quality sampling and Water distribution programs; and performs related work, as assigned.

Essential duties and responsibilities may include, but are not limited to the following:
  • Work independently on a variety of assigned tasks.
  • Inspect, operate, test, and maintain a variety of water wells and pumping equipment, water storage facilities, and water distribution facilities, including pumps, control valves, meters, pipe systems, water storage tanks, chemicals and equipment associated with water treatment, and pressure vessels.
  • Collect water samples and perform duties associated with systems water quality standards
  • Clean and flush the water system; respond to customer water quality inquiries.
  • Maintain and ensure the adequate supply of water in the Zonal reservoirs and water system.
  • Requisition parts and supplies; maintain, record, and prepare reports.
  • Read and interpret drawings, diagrams, and blueprints; record and log a variety of readings.
  • Use a variety of power and hand tools, performs a variety of related welding, carpentry, pipefitting, valve repair, and cement work.
  • May participate in emergency call duty on a rotation basis, at the department’s discretion.
  • May train WSP personnel; and utilize computer software programs competently.
Minimum Qualifications:
Education, Training and Experience
  • High school graduate; Diploma in Water Engineering / Technology AND a minimum of two years of experience in water supply operations.
Knowledge of:
  • Water distribution and treatment procedures, equipment, materials, and tools used in the operation and maintenance of motors, pumps, water treatment plants, compressors, and other equipment.
  • Control valves and their maintenance.
  • Water quality sampling techniques.
  • Cross connection controls.
  • Occupational Safety & Safe work practices.
  • Basic record keeping and report writing practices; and basic Supervisory Control and Data Acquisition, Prepaid meter systems.
  • Aquifer recharge.
  • Facility and equipment testing.
  • Operation and maintenance of electric pumps, control panels etc.
  • Environmental Concerns.
Skill in:
  • Providing efficient customer service and communicating clearly and objectively both verbally and in writing.
  • Organizing with the ability to prioritize work and exercise independent judgment, wisdom, diligence, and initiative.
  • Thoroughly carrying out oral and written instructions.
  • Routinely maintaining a positive attitude.
  • Inspecting, operating, and diagnosing problems.
  • Performing preventative maintenance on electric motors and diesel engines, pumps, compressors, valves, chemical feed equipment, pressure vessels, and related equipment.
  • Performing water quality sampling; facility and equipment tests, including well and pump efficiency tests.
  • Effectively present instructions and information in writing and verbally to coworkers, the general public, and outside agencies.
  • Using patience, tact, diplomacy, and courtesy in dealing with the public and employees; and maintaining a positive attitude.
  • Establishing and maintaining effective working relationships with those contacted in the course of work, including Management Committee and other government officials, community members, and the general public; and apply safe work practices.
License Requirements:
  • Must possess a valid Kenyan driving or riding license.
Pump Operator 

(2 Positions: 1Main operator and 1 Assistant )
Reports to the WSO
Duties and responsibilities
  • To switch on and switch off the pump to supply water to the system
  • Ensure that the pump, pump house and water systems are functional
  • Report to the manager on the requirements for O&M
  • Monitor and inspect equipment, switches, valves, gauges, alarms, safety devices, and meters to detect leaks or malfunctions and to ensure that equipment is operating efficiently and safely.
  • Adjust controls and/or valves on equipment to provide power, to regulate and set operations of system.
  • Provide assistance to plumbers in repairing or replacing water, sewer, or waste lines, and in daily maintenance activities.
  • Investigate and report on accidents.
  • Records daily master meter readings (in the morning and evening)
  • Records power consumption on daily basis
  • Performs other related duties as assigned.
  • A minimum of technical training in pump operations
Billing / Revenue Clerk 

(1 Position)
Reports to the WSO
Duties and responsibilities
  • Develop, review and implement organizational policies, goals, objectives, procedures and priorities for the services area
  • Ensure installation repair and maintenance of water treatment equipment, piping and controls
  • Ensure all installations, repairs and maintenance meet environmental protection requirements
  • Assess and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs and implements changes
  • Develops and administers the organizational budget; the forecast of funds needed for staffing, equipment, materials and supplies; expenditures and implements budgetary adjustments as appropriate and necessary to meet the end result
  • Attends and participates in professional group meetings; stays abreast of new trends and innovations in the water sector
  • Responds to and resolves difficult and sensitive community inquiries and complaints
  • Prepares and ensures that all water bills are collected
  • Receives all payments from kiosk attendants and individual connections
  • Performs related duties as required
  • A minimum of Secondary Education
  • A minimum of Diploma in Business Administration, Project Management or related field
  • CPA qualification is an added advantage
  • Honest, organized and able to work with minimal supervision
License Requirements:
  • Applicant must possess a valid Kenya riding license

(1 position)

(Part time)
Reports to the WSO
Duties and responsibilities
  • Inspect meters for authorized connections, defects and damage such as broken seals
  • Report any problems such as meter irregularities, damaged equipment, or impediments to meter access, including gated houses etc.
  • Test pipe systems and fixtures for leaks
  • Perform scheduled maintenance service on plumbing systems and fixtures, ensure all installations, repairs and maintenance are properly sized, aligned, supported and graded
  • Ensure all installations, repairs and maintenance are properly sized, aligned, supported and graded
  • Prepare orders of supplies and ensure that there is minimum stocks of materials to fix minor leakages and bursts
  • Ensure meter reading is done by 26th of every month and forwarded to the  revenue clerk/WSO by 27th of every month
  • Ensure there is a system in place for reporting leakages and bursts
  • Ensure leakages and bursts are attended to without delay
  • Ensure disconnections are done within a day of receiving a report from the management
  • Inspects meters and connections within a day after receiving a report from the utility management
  • Perform related duties as required
  • A minimum of Technical training in plumbing
