Project Overview: The linking preparedness response and resilience project envisions humanitarian programming that – where appropriate - builds community capacity to prepare for, respond to and limit the impact of future shocks.  

In natural hazard-prone areas also affected by conflict, conflict-sensitive community-based resilience programming will strengthen community preparedness for violence and natural hazards.

The project has 3 strands; the response strand, conflict strand and the learning strand. Christian Aid in Kenya is leading the consortium that implements the project in Marsabit that focusses on the conflict strand. 

The project is implemented by World Vision and PACIDA in Moyale and Marsabit consecutively. Safer World, Action Aid and Help Age International play an advisory role in the consortium.

The principal objective of the conflict strand  is to build partner and country office staff capacity to deliver effective preparedness and resilience programming in humanitarian response and conflict management. 

This is achieved through identification and manage those factors that contribute to insecurity within communities through working with local communities and local actors to identify factors contributing to insecurity, existing vulnerabilities and capacities and supporting local actors to be better prepared for potential emergencies.

Purpose of the assignment: The aim of this consultancy is to capture the reflections, learning and on ground experience of implementation of the ICSP methodology in Kenya through structured and semi-structured interviews with relevant staff/consortium partners and community members/project beneficiaries.

Objective of the assignment: To capture and document evidenced based success stories from LPRR project implementers and beneficiaries through qualitative rapid assessment. 

These stories will serve as the narrative descriptions to support the quantitative data generated through routine M&E activities.

Specific objectives
  • To capture the reflections, learning and on ground experience of the implementation of LPRR in Kenya through case-studies and stories and photography.  
  • To provide qualitative information to support the existing quantitative data generated through existing M&E systems.

The consultant will undertake the following activities:

  • The consultant will review existing documentation (for example Project Proposal, Reports, Learning Reports etc. to-date), project log-frames etc.) as provided by Christian Aid project or other consortium staff members.
  • He/she will participate in an internal one-day program review and documentation planning meetings of the LPRR Projects that will be held at Christian Aid offices in Nairobi. The consultant’s role in the meeting will be to discuss proposed approaches of accomplishing the task including writing of success stories. He/she will provide input in selection of respondents and sites for field visits.
  • After the meetings, the consultant will develop an inception report that should include a questionnaire to guide field interviews and final schedule of field work.
Interviews: The consultant will visit project sites to interview beneficiaries, partner field staff, Christian Aid and other consortium staff to collect seven beneficiary success stories to illustrate the key thematic areas/expected outcomes (6 success stories and 2 stories per thematic area/expected project outcome). As part of these interviews, the consultant will ensure to elicit and document statements of program/project impact.

Success Stories: The consultant will present 8 beneficiary success stories, maximum length of 9,000 words. These will be accompanied by photos and quotes from beneficiaries interviewed.

Fact Sheet: The consultant will write a two-page, a-4 size fact sheet presenting an overview of the 2 thematic areas/expected outcomes in the LPRR project, key strategies and results to-date. The fact sheet will include data and at least two photos (maximum length 1,000 words).

In accomplishment of the activities outlined above, the consultant is expected to work in close consultation with the Christian Aid LPRR Programme Manager, Project officer, M&E Officer and partner staff in each of the field sites.

  • An interview/questions guide to use during the interviews
  • Success Story Booklets containing 4 success stories for each partner. 
  • Two-page fact sheet written in English that separately cover overview and achievements and the results of the LPRR Project; maximum length of 1,000 words (500 word/page)
  • At least 5 years of professional experience in conducting evaluations/assessments including experience in documentation of success stories and case studies
  • Experience in writing high quality reports
  • Skills in case studies/stories writing
  • Experience in having done a similar job in an NGO setting
Timeframe: Overall project timeframe: 31st October 2017 to 14th November 2017

The assignment will take a total of 14 days. Christian Aid will cover the consultant’s logistics including transportation and lodging fees during the exercise.
