Job Title: Innovation Network: Monitoring, Evaluation and Learning (MEL) Officer

Reporting to:
  Senior Researcher
 
Location: Based in Nairobi with up to 60% travel to the field in the West of Kenya

The Opportunity: We have created a Community Health Innovation Network to research, test and demonstrate the viability of community based technical innovations.  

The Network will house and explore a wide range of initiatives that will integrate traditional public health interventions with technology and diagnostic software and hardware. 
 
We are seeking an innovative and dynamic monitoring and evaluation professional to join the LG Monitoring & Evaluation (M&E  ) team as the MEL Officer.  

This team will design the research methodology and approach for each new initiative being tested, set the baseline and target metrics for all initiatives, and implement appropriate monitoring tools to ensure that we are adequately measuring progress and results.
 
The MEL Officer will support the Senior Researcher in the development of strategy and the implementation of effective M&E processes. You will collect qualitative and quantitative data, audit progress and measure success.  

You will also continuously use data to generate key reports and learnings related to the Innovation Network’s performance and impact.
 
Responsibilities
  • Support the development and coordination of evaluation frameworks, monitoring and evaluation (M&E) systems, including requirements, reporting, baseline, and evaluation surveys for all initiatives within Living Goods’ Innovation Network.
  • Assist in documenting, disseminating and promoting the utilization of generated knowledge internally and externally.
  • Ensure the use of appropriate M &E methods and that all learnings, data, successes and failure are captured for reporting and dissemination.
  • Ensure the alignment of research and M&E activities with the Innovation Network goals, and contribute to the refinement of the project work plans to identify targets and ensure inclusion of M&E activities.
  • Monitor project activities and track activities against the results   framework and tracker.
  • Coordinate data collection to monitor the initiatives and ensure timely compilation and reporting of data.
  • Visit the field to validate data and to monitor the quality and completeness of data sets.
  • Capture and present the Innovation Network results and implications internally and externally.
  • Generate timely indicator reports to track progress against key indicators.
  • Communicate findings, issues and challenges to Innovation Network colleagues and LG Senior Leadership.
Minimum Qualifications and Experience
  • Master’s degree in public health, epidemiology, demography, health management, development studies, social sciences, statistics, or a related field.
  • A minimum of five (5) years of professional-level experience working in monitoring and evaluation of a public health or developmental program that includes the application of statistics and/or epidemiology.
  • Experience and skills with an ICT background is a plus.
  • Excellent oral and written communication skills.  Fluency in English is required.
  • Excellent knowledge of monitoring and evaluation principles and practices is essential, including plan development, conceptual frameworks, and logic models.
  • Strong knowledge of monitoring and evaluation methodology data analysis and synthesis, performance evaluation and correction, and report writing.
  • Demonstrated capacity to use project M&E to advance strategic goals and provide data for decision-making.
  • Relevant experience in Kenya and/or the East Africa region is desired.
  • Familiarity with local health systems support is desired.
