Technical Assistance to The  Council of Governors' Agriculture Committee - Policy Advisor

Background:
The promulgation of Kenya’s Constitution in 2010 enunciated a plethora of reforms key amongst them being; devolution of various sectors including agriculture. 

Devolved framework for agriculture is anchored in Part 2 of the Fourth Schedule, providing that the national government shall have exclusive responsibility of agricultural policy formulation whilst the county government shall facilitate, implement and oversee all other agricultural related matters including the implementation of national policies on agriculture. 

 
A key constitutional requirement is that both levels of government must observe and be guided by the principles of distinctiveness and interdependence encapsulated under Article 6(2).

Collectively, these principles echo the fact that even though both governments are autonomous institutions, they are interrelated and need to work together; especially when discharging their devolved functions including agriculture. 

Due to this interrelation, the Constitution mandates co-operation and consultation between the two levels of Government. 

None can work in isolation. It is expected that the said principles would serve to ensure that devolved agriculture benefits the Kenyan people.
 
The Council of Governors (CoG) is established under Section 19 of the Intergovernmental Relations Act 2012 with the mandate to provide a mechanism for consultation amongst County Governments, share information on performance of the counties in execution of their functions, facilitate capacity building for governors, and consider reports from other intergovernmental forums on national and county interests amongst other functions (Section 20). 

The CoG works through a committee system – the agriculture committee is concerned with all matters relating to sustainable agricultural practices; poverty eradication by utilization of high value inputs and equipment; value addition for farmer; food security and drought management; production and marketing; fisheries and marketing; fisheries development; and adoption of technological advancements in agriculture. 

The committee encourages clustering of counties producing similar agricultural commodities to boost production and value.
 
Specific Task
 
The USAID-funded Agile and Harmonized Assistance for Devolved Institutions (AHADI) activity has been designed to support the implementation of devolution in Kenya with one of its key objectives being to support targeted counties to provide higher quality service thorough improved governance; and has received a request from the Council of Governors to provide an Advisor to the Council of Governors committee on Agriculture. 

This is line with the support that AHADI is extending to the COG through a grant whose objectives are: Strengthen the capacity of COG committees to provide technical advisory and support to county governments; Support and strengthen internal COG mechanisms for documentation of good practices and information sharing; and Facilitate effective planning and coordination of COG activities.
 
As per the Forth Schedule of the Constitution, agricultural functions are largely devolved. The National Government only retains agricultural policy functions and the mandate to undertake capacity building and technical assistance to County governments.

The policy expert will ensure that policies relating to agriculture, livestock and fisheries production as well as agricultural value chains development, trade and market access and value addition opportunities are analysed are analysed, coordinated and implemented effectively to enhance agricultural growth and economic development.
 
The technical /Policy Advisor to the Council of Governors Committee on Agriculture’s task is as follows:
 
1. Supporting national policy and legislation for agriculture and livestock sector, including supporting Council of Governors to undertake its role in the Joint mechanism for Cooperation and Consultation for the agriculture sector;
 
2. Supporting counties to effectively domesticate and align agriculture sector policies to national policy and legislation frameworks;
 
3. Providing technical assistance in terms of data, information, research and policy analysis on County Governments across a range of policy issues targeting the development of agriculture, livestock and infrastructure for increased accessibility to national and export markets;
 
4. Review legislation and policies affecting the sector and making proposals for the benefit of the Counties and National interests, in close collaboration with stakeholders in the sector;
 
5. Advise on a framework for increased investment in the agriculture sector;
 
6. Promoting national and county government and inter- county coordination of the agriculture and livestock sector by:
  • Participating in joint programming and implementation of activities to provide advisory support towards establishing horizontal and vertical functional linkages with the various institutions in the country involved in the area of agricultural and livestock; and
  • Advising the CoG on the measures to be taken towards establishing horizontal and vertical functional linkages with various institutions involved in the area of agricultural at both levels of government;
7. Assist in developing strategies and policy guidance for capacity building that would enable county governments to respond more efficiently to the new challenges and mandates in agriculture;
 
8. Assist in the identification and prioritization of sector policy issues to be addressed (policy agenda) and advise on the strategy for their implementation;
 
9. Provide other ad-hoc support as deemed necessary; and
 
10. Prepare periodic activity and end of assignment reports.
 
Required Qualifications and Experience
 
The ideal candidate shall possess the following:
  • Master’s degree in Agriculture or Veterinary Medicine from a recognized university;
  • Experience working on matters of agriculture in the context of devolution;
  • Advance computer applications;
  • A 10 years’ experience in consultancy in the agriculture sector with 2 year on international consultancy;
  • Negotiation and analytical skills;
  • Strong communication and reporting skills;
  • Strong organization and inter personal skills;
  • Good leadership, mentorship and coaching skills;
  • Meets the requirements of Chapter 6 of the Constitution of Kenya 2010;
  • Ability to work under pressure and to meet tight deadlines;
  • Good organizational and time management skills;
  • Ability to research, digest, analyze and present material clearly and concisely;
  • Have excellent interpersonal skills and ability to work on her/his own initiative;
  • Honesty and reliability and attention to detail;
  • Flexibility and adaptability to juggle a range of different tasks and to work extra hours to meet deadlines; and
  • Discretion and an understanding of confidentiality
The expert will be retained for a total of 10days per month at a maximum rate of USD 400 for a period of one year.
