Job Title: National M&E Manager
Reports to: Country Director
Location: Nairobi
Travel: Field travel as required

II. Position Description:
The M&E Manager will supervise program M&E resources in the country. They will ensure good performance from the country M&E team, guiding in the application of correct M&E methodology and training them when necessary. 

The Manager will also be responsible for updating best practices implemented at program level, ensuring the adoption of these practices in the country.

They will identify areas of improvement at national level and inform the respective Program Managers and Country Director. 

The M&E Manager will receive training and other tools from the Regional Advisor and will promote them locally.
III. Major Duties and Responsibilities
Project Planning
  • Work with the project planning team; contribute to the creation of the logical framework, indicators, and goals. Contribute to the monitoring and evaluation plan in the new budgets.
  • Review the quality of existing socio-economic data to determine the projects information needs.
  • Identify necessary M&E staff for new projects and support their recruitment.
  • Develop the job descriptions and work plan for a team of external consultants who will establish the baseline and complete the mid-term and final evaluations for all the projects in TechnoServe’s portfolio in Kenya. Support the recruiting of M&E staff members, guide, and supervise their job performance.
Coordination of the M&E Team
  • Supervise the Projects M&E staff in their respective projects and provide training in M&E methods and methodologies when necessary.
  • Receive updates, trainings and other communications from the Regional M&E Advisor. Communicate these to the national team and promote their adoption.
  • Respond to problems in M&E performance at the national level; communicate these problems to the Country Director and the Regional Advisor.
Facilitate Program Monitoring Plan (PMP) success by:
  • Assisting project-level M&E staff in executing high-quality, timely PMPs
  • With Program Managers, reviewing and correcting (where needed) PMP implementation progress
  • Supporting the development of PMPs for all Kenya projects.
  • Providing ongoing support for PMP reviews per program
  • Immediately raising any issues or challenges, and collaboratively devising implementable solutions
Facilitate data analysis and reporting success by:
  • Assisting project-level M&E staff in collecting, compiling, organizing, and cleaning key project data
  • Contributing to relevant, cross-project, gender-disaggregated analyses and reports on the efficiency and effectiveness in achieving objectives
Design and implement systems to ensure data quality, data validity, and field-level spot-checking
Evaluation / Assessment Support
Facilitate the evaluation success of each program by:
  • Drawing up Terms of Reference (TORs), and leading design, contracting, and monitoring of external evaluations, as needed
  • Supporting Program Mangers as they recruit, guide, and supervise organizations/individuals contracted to implement required surveys and studies
  • Developing and managing a comprehensive reporting calendar
  • Drafting narrative reports for donors, and working with the Senior Leadership Team for finalization and submission
  • Oversee the compilation and quality of PSR and Corporate metrics reports.
Capacity Building
  • Support recruitment, training, performance management, and coaching of data collections teams (like M&E Specialists, M&E Advisors, data entry clerks, enumerators, supervisors, etc.)
  • Support country-level M&E staff in identifying key M&E knowledge gaps, and build the capacity of project staff
Gender Integration
  • Understand all gender integration requirements (donor as well as internal to TechnoServe)
  • Ensure all Monitoring & Evaluation data is gender-disaggregated, and develop systems to promote MEL gender goals
  • Review gender targets and progress and make suggestions for course correction to country and program leadership, as necessary
Country M&E Leadership
  • Assist (e.g. facilitate when necessary) the Country Director and Program Managers to incorporate information on MEL progress, risks, results, and lessons in their regular decision-making processes
  • Provide leadership in both developing new and improving upon existing M&E systems that satisfy rigorous industry standards
  • Oversee and lead learning agendas across programs
  • Support the New Business Development process by ensuring all programs go through a methodical, participatory process of causal logic and log frame development as part of project design
  • Contribute to TNSK overall success by devising novel ideas, exploring creative partnerships, and solving collective problems to expand the scope of TechnoServe Tanzanian’s impact
Other Duties as Assigned
  • Undertake any other duties as assigned by your manager
IV. Minimum Required Skills and Experience

  • Bachelor’s Degree in business, economics, and/ or development. Masters preffered.
  • Minimum of 8-10 years relevant of working experience in M&E, of which 3 must been in a management/supervisory role.
  • Experience in statistics, research, business/management, project management, or similar.
  • Experience in developing monitoring frameworks and implementing monitoring activities.
  • Experience participating in the development of evaluation frameworks and implementation of evaluation activities.
  • Experience developing data collection methodologies and tools and/or experience validating (quality assuring) methodologies and tools developed by others.
  • Excellent analytical skills with experience in quantitative data analysis and management.
  • Ability to negotiate and work with colleagues to ensure improved practices are implemented
  • Ability to train, organize, and mentor staff
  • Advanced skills in Microsoft Word, Excel, PowerPoint, and Outlook
  • Proficiency in English and Swahili (Written/Spoken)
  • Experience working with M4P approach
  • Solid understanding of sustainable rural development and social impact indicators
  • Ability to work independently and take initiative/risks to move the project forward
  • Familiarity with and supportive attitude toward processes of strengthening local organizations and building local capacities for self-management
  • Experience in living and working in across-cultural environment
  • Experience in negotiating contracts and managing third party contractors
  • Willingness to travel extensively when necessary
