Technical assistance for the assessment of Kenya Government Human Resource Information System (GHRIS)

The World Bank Group’s Governance Global Practice, through the Kenya Accountable Devolution Program (KADP) - a Multi-Donor Trust Fund, that support Kenya’s devolution process with the overall objective of contributing to strengthened core devolved governance systems at both national
and country level, with funding from the governments of Denmark, Finland, Sweden, United Kingdom, the United States as well as the European Union, invites Expressions of Interest from qualified firms for providing technical assistance for the assessment of the Kenya Government Human Resource Information System (GHRIS). 

The Firm is expected to develop a detailed roadmap and propose web-based solution(s) for consolidation and management of all human resource and payroll data across the Public Service (national and county governments). 

The consultant is also expected to outline options in upgrading the existing GHRIS, including cost and duration estimates for the proposed improvements.

The Specific focus for this assignment is to: 

(i) assess the current functional capabilities and modules of GHRIS to host all HR/Payroll data, and other relevant information from all the Ministries, Counties, Departments and Agencies (MCDAs);

(ii) review core business processes, interface requirements, and recommend a comprehensive implementation strategy and action plan for upgrading GHRIS; 

(iii) assess the existing GHRIS technical capabilities, ICT infrastructure and network connectivity; 

(iv) evaluate the existing systems security capabilities, propose options for improvement and deployment; and 

(v) suggest possible improvements to support an upgraded GHRIS through proposed ICT strategy/action plan.
