Call for Proposals: Evaluation of Spotlights on Women Aspirant Leaders at the County Level
 
A. Background: In 2016 the European Union Delegation to the Republic of Kenya contracted Media Focus on Africa to implement the project Spotlights on women aspirant leaders at the county level.
 
 
The program is implemented in Kenya. It has a national scope with a specific focus on Kajiado, Kisumu, Mombasa,Narok, Nandi, Nyandarua, Trans Nzoia, West Pokot.

In these 8 counties number of women registered as voters is below average and women representation in elective positions is equally low. 

The action addresses the low numbers of women who vie for elective positions at county level by mobilizing women to run for office and building their capacity to run effective campaigns and handle the media. 

It is expected that more women vying for elective positions at the county level, will in the long run also have an effect at the national level.
 
i. Objectives of the project
 
Overall Objective: To contribute to the enhancement of gender equality through the protection and promotion of women’s civil and political rights with the goal of reaching an equal representative society in Kenya
 
Specific Objective
  • To contribute to increased gender equality in elected posts in the 2017 General elections in Kenya by motivating and building the capacity of women to vie for the post of governor or MCA, while facilitating an enabling media environment and raising awareness on the need for women leadership which will challenge and change the population’s attitude and perception towards women leadership
ii. Roles of key stakeholders:
 
MFA is the grant holder, overall project manager and main implementing body. 

FIDA is a key partner to MFA and is providing technical support to MFA through its expertise and network.
 
iii. Key activities of the project are three-fold:
  • Mobilisation and capacity building for aspiring candidates including:
  1. selection of women aspirants; 
  2. development of training material; 
  3. organization of trainings; 
  4. mentorship programme for elected women;
  • Awareness raising campaign on women leadership including 
  1. the production and airing dramatic clips on women leadership;
  2. organization of colleges and universities debates about women leadership;
  3. roundtable discussion with community leaders;
  4. radio shows with women candidates;
  • Capacity-building programme for media practitioners. This includes: 
  1. training for radio talk-show hosts; and
  2. roundtables with editors.
iv. Expected results from the action
 
Result 1: Mobilisation of women & Capacity building for female aspirants
 
84 Women candidates who want to run for the seat of MCA or governor in the 2017 election have been capacitated to do so. 

They have more factual knowledge on governance structures and the election legal framework, and have improved media, communication and campaign skills.
 
Result 2: Awareness campaign to promote women leadership and candidates implemented
4.5 million radio listeners, 6400 college/university students and 320 community leaders have been sensitized on the need to register and vote for women in the 2017 general elections. 

They have more factual knowledge about the seats to be elected at county level and issues that hinder women leadership. 

They have been challenged to counter existing misperceptions and negative attitudes towards women leadership.
 
Result 3: Enabling media environment for women leadership
 
25 editors have been sensitized on the need to give equal and fair coverage to female contestants who run for elective positions. 

12 radio hosts have knowledge about women leadership, and issues that hinder it and are able to conduct fact informed debates.
 
B. The purpose of the evaluation
 
The evaluation needs to establish if the project activities achieved/contributed to the specific objectives as formulated in the project proposal and logical framework. 

Secondly the evaluation needs to answer the evaluation and learning questions as formulated per the EU contract. 

The evaluation will also be used as a feedback to the key stakeholders in the programme like the European Union (EU), MFA, FIDA and partners. 

The evaluation will also serve as a reference document for future related projects and will be available to the public.
 
i. Time frame for the evaluation
 
The evaluation will begin in December 2017 and the final report should be delivered by 28 February 2017.
 
ii. Target groups

The evaluation will focus on the following target groups:
  1. General public that listened to the radio drama and radio shows
  2. Participants of the capacity-building programme including the women aspirants/candidates, the editors, the community leaders and college/university students
  3. Community members from targetted counties
  4. Key Stakeholders like MFA, FIDA and EU
iii. Research questions
 
Evaluation questions shall seek to measure the following as per the contract with EU:
 
Overall objective and indicators of achievement according to the EU proposal:
 
OO: To contribute to the enhancement of gender equality through the protection of women’s civil and political rights with the goal of reaching an equal representative society in Kenya.
  • 5% increase in the number of women being directly elected for the seat of governor and MCA in target counties.
Specific objective and indicators of achievement according to the EU proposal:
 
SO 1: To contribute to increased gender equality in elected posts in the 2017 General elections in Kenya by: motivating women and building their capacity to vie for elective posts of Governor and MCA while facilitating an enabling media environment and raising awareness on the need for women leadership which will challenge the electorate to change their attitude and vote for a woman
  • 5% increase in no of women contesting for an elective position in target counties compared to election of 2013
  • 3 % increase in no. of women registered as voters in target counties compared to election of 2013
  • 10 % increase in no. of media articles/stories advocating for women political empowerment and leadership.
  • 20 % of people in target counties can mention 3 misperceptions around women leadership
  • 20 % of people in target counties can mention the different seats to be elected and can mention one or more female candidates in their county.
The evaluation is achievement-oriented and will be used to feedback to the key stakeholders in the programme like the European Union (EU) and FIDA-Kenya. 

The evaluation will also serve as a reference document for future related projects and will be available to the public.
 
iv. Methodology
 
The methodology should reflect a mixed approach of selected qualitative and quantitative methods that should factor in the following methods:
  • Literature and proposal documents
  • Interviews with key informants/ stakeholders
  • Qualitative data in the form of case studies
  • Community based surveys: pre and post questionnaires administered in intercultural dialogue
  • Election result analysis
  • Media analysis
  • Analysis facilitators reports
  • Field visits: this will include designing tools and collecting data during a 2-day evaluation workshop in Nakuru with a selected group of the female candidates who were beneficiaries of the MFA programme.
The evaluator will verify preliminary findings and recommendations.
 
v. Stakeholders involvement and responsibilities in the Evaluation
 
The evaluation should enlist the participation of the following: e.g a local consultant, an international consultant, representative of Media Focus on Africa.
 
vi. Deliverables:
 
The deliverables of this assignment are:
  • An evaluation report in English for the stakeholders delivered by email in word and PDF format
  • The deadline for delivering the report is end of February 2018
  • A softcopy of the questionnaires used during the evaluation
  • A softcopy of the data sets used for analysis.
  • A summary of the report for dissemination purposes
C. Content of the evaluation
 
The final evaluation report should include:
 
1. An executive summary which can be used independently
 
2. Background section with:
  • The purpose and objectives of the evaluation
  • The main and specific research questions
3. Methodology used
  • Explanation and justification of methods used, including a discussion of the relevant theoretical issues or hypotheses and a justification of selections made and the scope and limitations of the evaluation.
4. Presentation and analysis of findings, including unexpected, relevant findings.
 
5. Conclusions, with reference to the research questions
 
6. Recommendations for different stakeholders
 
7. Annexes with:
  • The ToR
  • Data collection and analysis techniques: such as persons interviewed, places visited, questionnaires, interview guide or topic list, statistical elaboration and analysis.
  • Evaluation programme
  • Concepts and abbreviations
  • List of documents
8. References to sources of information
 
D. Evaluator Qualifications:
 
A suitably qualified lead consultant responsible for the overall execution of the evaluation working together with his/her team of researchers / data collectors in carrying out the evaluation
  • A reliable and effective evaluation manager with extensive experience in conducting evaluations and a proven record delivering professional results
  • Excellent grasp of women and political leadership issues in Kenya
  • Fluent in English
  • Experience in the evaluation of media projects
  • Fully acquainted with EU
  • Excellent understanding of the dynamics at play in the 8 counties as relates to women and leadership
E. Ownership
 
The evaluator is accountable to Media Focus on Africa. Media Focus on Africa will pay the evaluator and have the final say in case of disagreements.

All stakeholders in the project may use evaluation report and other deliverables.
 
F. Content of the proposal
 
The agencies submitting a proposal are required to include the following information:
  1. Understanding of the assignment
  2. Research design and methodology description
  3. Description of team members and curriculum vitae
  4. Track record of the organization/consultant
  5. Planning
  6. Budget (including all costs – tax, staff, transport, etc)
