About the Opportunities

Practical Action is implementing a four year Renewable Energy for Refugees (RE4R) project in Rwanda and Jordan. 

This project will be led by Practical Action and UNHCR to deliver renewable energy investments through an innovative approach in humanitarian settings, working directly with refugees and host communities in Kigeme, Nyabiheke and Gihembe refugee camps in Rwanda and with urban refugees in Irbid in Jordan. 

The project will provide access to affordable and sustainable sources of renewable energy, and improve the health, wellbeing and security of target populations. 

It will draw on Practical Action’s considerable existing experience of renewable energy programmes in developing countries – working directly with communities to deliver the best energy services and products possible for local people. 

The project is a component of a wider programme which includes renewable energy implementation activities in Rwanda and Jordan. 

The UK office will oversee the implementation of the overall programme including technical leadership.

The Job Opportunities

Technical Energy Specialist

Working under the direct supervision of the Rwanda Project Manager in Kigali and with technical backstopping support from the East Africa regional energy / Practical Action Consulting team, you will be the energy access specialist resource for the project in Rwanda, providing the strategic direction for delivery of high quality programme interventions, monitor performance, document and disseminate learnings, innovations and good practices. 

You will be required to work with multiple actors, sources of information and use economic, quantitative and qualitative methods to develop Practical Action’s renewable energy plans and activities for refugees in Rwanda.

Field Officers

The Field Officer will work under the supervision of the Project Manager and will primarily be responsible for providing assistance in the following areas; implementation and oversight of Practical Action field data collection and activities; in developing and maintaining relations with refugee and host communities, local authorities and other local actors; in planning, monitoring and evaluation of field activities, and in identifying needs and gaps in delivery; represent and participate in relevant meetings and field level partner coordination and assist with field specific partnerships and legal requirements for implementation in the camps.

One post will be located in the field office in the North of Rwanda near Gicumbi (also known as Byumba) and the other in the Field Office in the South near Huye. 

As key delivery positions, these roles will collect data and information, undertake technical analysis on access to sustainable energy for displaced persons and provide field support for the implementation of project.

Rwanda Energy Market Expert (short-term Consultancy)

This is a short term consultancy for the assessment phase of the project, from September 2017 to April 2018. 

Oversight and technical support will be provided by the Practical Action East Africa office in Nairobi and by the Rwanda Project Manager based in Kigali. 

As the energy market resource for Rwanda, this role will gather data on the current energy market systems in Rwanda. 

The role will require working with multiple sources of information and direct consultation. 

The research will inform and influence the sustainable energy policies, priorities and operations of donors, host governments, national and international organisations.
