Export Promotion Council Manager (Supply Chain Management)

Export Promotion Council (EPC) is a State Corporation under the Ministry of Industry, Trade and Co-operatives.

The primary mandate of the Council is to develop and promote export of Kenya’s goods and services.

Exports are the primary driver of our national economy and the Council wishes to strengthen and enhance delivery of this mandate by recruiting a high calibre, results oriented, experienced and skilled professional for the following position:

Terms of Employment: Four (4) Years Contract Renewable Subject to Performance
Job Description
Duties and responsibilities in this level will entail:
  1. Overseeing the development and implementation of supply chain management policies, plans and strategies;
  2. Overseeing the preparation and submission of timely procurement reports;
  3. Resolving procurement issues with contractors and consultants;
  4. Ensuring that procurement and disposal functions are implemented in full compliance with statutory provisions by the council;
  5. Providing technical/secretariat services to the council’s tender, procurement and disposal committees;
  6. Ensuring timely implementation of decisions of tender, procurement and disposal committees;
  7. Submitting statutory reports;
  8. Ensuring compliance to budget guidelines
  9. Formulating and developing policies, plans and strategies in the areas of supply chain,
  10. Overseeing procurement, activities in the council;
  11. Developing and maintaining supply chain, capability and culture that reflect the values which facilitates performance, professionalism and initiative by staff throughout the council;
  12. Championing value-for-money and model cost-effective measurement techniques for assessing output quality delivered by supply chain;
  13. Coordinating all procurement activities in the council and discharge its duties in line with procurement and disposal laws;
  14. Providing advice to the council as required in relation to procurement of goods, works and services and contract management;
  15. maintaining a sound procurement policy that ensures acquisition of goods, services and works is executed in line with the public procurement regulations;
  16. Providing technical and secretarial services to the council’s tender and disposal committee and ensuring prompt implementation of its decisions; and
  17. Monitoring and evaluating contract management by users and report progress to facilitate timely decision making and timely implementation/completion of project; and
  18. Supervising, training and developing of staff under him or her.
Appointment Specifications
For appointment to this grade, an officer must have at least:
  1. A minimum of ten (10) years’ experience in relevant work and at least five (5) years in a supervisory role in the Public Service or in the Private Sector;
  2. Bachelors Degree in any of the following:- Procurement and Supplies Management, Procurement and Logistics, Commerce, Business Administration (Supplies Management Option), Economics or other relevant and equivalent qualifications from a recognized Institution.
  3. Masters Degree in any of the following:- Business Administration, Economics, Procurement and Supplies Management or other relevant and equivalent qualification from a recognized institution.
  4. Certificate in Leadership Course lasting not less than six (6) weeks from a recognized institution.
  5. Membership of professional body either KISM or CIPS or both.
  6. Proficiency in computer applications.
  7. Fulfilled the requirements of Chapter Six of the Constitution; and
  8. Demonstrated merit and ability as reflected in work performance and results.

  4. Directorate of Criminal Investigations Department (DCI)
  5. Kenya Revenue Authority (KRA)
