Consultancy: Request for Proposals to Conduct End-Term Evaluation on the Implementation of Community System Strengthening (CSS) Module by the Civil Society Organizations

KANCO is  regional membership network of organizations including: Non-Governmental Organization (NGOs), Community Based Organization (CBOs), Faith Based Organization (FBOs), Private Sector, Research and Learning Institutions responding to HIV & AIDS and TB in Kenya. 

 
It is also accredited as a Linking Organization with the International HIV & AIDS Alliance. 

Its mission is to provide leadership, promote collaboration and enhance capacity among Civil Society organizations (CSOs) and other stakeholders to respond to HIV & AIDS, TB other public Health concerns at community level.
 
KANCOs Vision is a healthy people empowered communities while the mission is to improve health and well- being among communities through capacity building and promotion of innovative leadership.

The community systems strengthening (CSS) component is being implemented in Kwale, Vihiga and Homa bay counties supported by Amref Health Africa in Kenya.

The aim is to improve institutional capacity Civil Society Organizations through Organizational Development Systems Strengthening (ODSS).

Project overview: The Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) through the new funding model has been supporting the country to implement initiatives that will maximize the impact of its investments to make an even greater contribution towards the vision of a world free of HIV/AIDS, TB and Malaria.

Overall goal of the CSS –CSO component:
To invest in CSOs and other community actors and strengthen their capacity to improve people’s health and wellbeing through comprehensive, participatory community programmes that effectively address the determinants of health.

Objectives of the CSS – CSO component
  • Strengthen community groups, organizations and networks, for effective implementation of community health actions and services.
  • Build capacity of CSOs in leadership, management and governance to strengthen delivery of integrated, comprehensive, and quality community health services for all cohorts
  • Strengthen mechanisms for resource mobilization and management for sustainable implementation of community health services among CSOs.
  • Strengthen data demand, monitoring, evaluation and knowledge management.
Interventions
  • Physical mapping of the CSOs and Capacity Assessment of CSOs
  • Carry out trainings on:
  1. Organizational Development and Systems Strengthening(ODSS) of  CSOs
  2. Income Generating Activity
  3. Gender Mainstreaming
  4. Leadership and Management trainings for CSO coordinating committee members
  5. Resource mobilization
  • Hold community dialogue and action days
  • Formation of  CSO networks
  • Bi- annual data review meetings with the CSOs in the networks
  • Hold Stakeholders forums
  • Support exchange learning visits
  • Mentorship of the CSOs on the 8 ODSS components
Purpose of consultancy: The aim of this consultancy is to professionally conduct an End Term Evaluation on the implementation of the CSS- CSO component of the Global Fund TB project in the three counties.

The final product will be used to inform on the effectiveness, efficiency, relevance, impact and sustainability of the CSS- CSO component of the project in Homabay, Vihiga and Kwale counties by 2017.

Specific objectives
  • To determine improvement of CSOs institutional capacity through Organizational Development and System Strengthening (ODSS), mentorship and resource mobilization approaches applied.
  • To assess the level of CSOs participation in strengthening community systems for effective implementation of local services
  • To document lessons learnt and best practices/ approaches of improving capacities of CSOs to deliver.
  • To assess the relevance of ODSS tool in capacity building of CSOs.
Scope of work
 
The consultant will be expected to undertake the following tasks:
  • Inception report outlining the interpretation of TOR and methodology to be applied and resources needed.
  • Desk review of the existing project documents (assessment reports, Global Fund CSS-CSO framework, Concept Note, ODSS Facilitators and Users Guide).
  • Assessment  tools
  1. Review of Organizational Capacity assessment (OCA) tool and re-focus it to general interventions and not necessary health related.
  2. Develop Key Informant interview (KII) and Focus Group Discussion (FGDs) instruments.
  • Training of RAs on data collection tools
  • Training of the facilitators and lead teams
  • Pilot the tools
Assessment:
  • Coordinate data collection (Interviews, KII, & FGDs) as planned.
  • Collect and document at least three success stories: Take photographs of beneficiaries participating in CSS –CSO interventions or giving testimonies to support the project successes and best practices during data collection.
Deliverables
  • An inception report: Methodology(assess all organizations), data collection methods, analysis methods (Qualitative & Quantitative)
  • Data collection tools-FGD  and KII guide, OCA tool
  • At least three success stories from the three counties 
  • Training plan and delivery on data collection
  • Submit all data collection instruments, data sets (raw & clean- both quantitative and qualitative), Audio recordings, transcription, qualitative data code book and all photos taken during data collection.
  • Evaluation Report including (3 hard-bound copies and 3 CD ROMs in MS word) including Success stories, best practices and lessons learnt.
Qualifications:
  • Masters in Sociology, Development studies, Anthropology or related field.
  • Experience in Institutional Strengthening (IS) approaches.
  • Skills in designing assessments and in monitoring and evaluation
  • At least 7 years’ experience in conducting evaluations
  • Evidence of having undertaken at least 3 similar assignments in the last two years.
  • Experienced in Open Data collection Kit which will be used for the ETE.
  • Excellent organizational, verbal and written communication skills
  • Hands on experience in analysis of quantitative and qualitative data using SPSS, Stata, N-vivo and any other relevant software.
